Job Summary

Under limited supervision, oversees the construction and installation of electric facilities to ensure adherence to engineering designs, specifications, and best industry practices. Surveys facilities, ensures public safety, and directs contractors to prevent damage to electric distribution facilities.

Responsibilities

May provide leadership and direction to contractors and crews. Reviews electric utility engineering construction plans, design changes and inspects the installation, coordinates with project engineer. Prepares and understands electric utility design parameters, codes, construction standards, and other documents needed to facilitate the completion of the project. Inspects contractor’s work responsibilities, including but not limited to preparing for concrete framing, pouring concrete, trenching, and conduit work; keeps customer/contractor projects on schedule; ensures they are completed on time. Advises construction crews when to begin work; observes the installation of electrical gear. Maintains continuous project status communication with construction manager, project engineers, and contractors; monitors and documents contractor’s Requests for Information (RFI). Meets with designated staff and contractors to discuss field-related matters; notifies project engineers of any approved changes and may stop project until design changes are resolved; maintains written records, photos, rough sketches, as-built drawings and logs of field activities including infractions, defects, and changes. Assists in preparing change orders to the original plans and specifications when field conditions dictate change; reviews as-built drawings to ensure accurate representation of actual construction/design; verifies electric utility locating services. Reviews and verifies project-related invoices. Monitors actual quantities of materials installed when required as a pay item on contracts. Provides support to engineering staff in design projects ranging from equipment relocations, and utility rebuilds to the complete design of new electrical circuits. Completes other job duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of electrical theory and practice as applied to power transmission/distribution lines and associated equipment, National Electrical Codes, and National Electrical Safety Code. Knowledge of construction plans, specifications, and regulations relating to public utilities construction. Knowledge of construction methods, procedures, materials and company standards. Knowledge of power system, including circuit maps. Knowledge of electrical safety working practices and procedures. Knowledge of electrical theory calculation, algebra, and basic trigonometric functions. Skills to prepare clear and concise reports. Skills to read and interpret engineering construction proposals, electrical orders, construction codes and regulations, construction plans, schematic designs, blueprints, safety rules, operating and maintenance instructions, and procedure manuals. Skills to inspect and determine condition of substations, overhead and underground transmission, and distribution lines. Skills to accurately draw details on project maps and circuit drawings; draw items to scale; apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Skills in project management including problem-solving, conflict resolution, and creative thinking. Ability to write reports and narratives. Ability to use computers and software. Ability to work in proximity to electrified facilities and structures. Ability to communicate effectively in relaying pertinent information regarding irregularities to employees, private and/or public agencies.

Education & Experience Requirements

High School Diploma or GED, and two (2) years of electrical, power line construction, power operations/dispatching, or related electrical utility experience are required. Three (3) additional years of progressively responsible experience in construction industry inspections are required for candidates with no electric utility experience.

Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
