JOB SUMMARY

The Project Engineer III (PE III) supports the Project Manager while independently managing smaller construction contracts (e.g., 2000 and smaller 6000 jobs) with limited oversight. Building on the PE II role, the PE III takes on increased responsibility for project coordination, documentation, field support, subcontractor management, and cost tracking. This position requires strong communication, organization, and problem-solving skills, and may be assigned to work within the Underground or Paving divisions. The role is designed for professionals with a minimum of four years of experience and serves as a developmental stage toward becoming a Project Manager.

ESSENTIAL DUTIES AND RESPONSIBILITITES include the following. Other duties may be assigned.

Compile/maintain conformed project documents
Develop/maintain list of contract required submittals per the Specifications
Initiate, prepare, review, track, and distribute Submittals
Initiate, prepare, review, track, and distribute RFIs
Attend project meetings
Develop As-Built Plan-set and maintain as-builts throughout life of the contract
Assist and/or complete project close-out;
Review timecards on a daily basis for accuracy of hours reported, cost codes utilized, and quantities claimed;
Field measure quantities, alongside foreman, to ensure accurate reporting on a daily basis.
Update HeavyJob Quantity Book on a daily basis for each phase code
Update Billing Quantity Book on a daily basis for verified pay item quantities from the field.
Perform plan take-offs, mark-ups, color-ups, highlights using BlueBeam to assist operations staff.
Perform job safety inspections with foreman – twice per month for each job
Attend weekly tailgate safety meetings – once per month for each job
Perform SWPPP Inspections for all weekly, pre/post/during, REAP, etc. On applicable projects
Develop & update Weekly Construction Schedules, with Foreman/Superintendent/PM input
Develop & update Critical Path Schedule, with PM oversight
Coordinate trade subcontractors for work sequence/schedule
Assist Foreman/Superintendent with ordering of material deliveries to project site
Identify/order/track long lead material procurements to conform to project schedule
Track and inspect material deliveries
Assemble material backup tags, assign phase codes, and scan into job folder
Review/approve invoices in Spectrum
Develop/maintain material tracking logs for construction materials (concrete, aggregates, asphalt, etc)
Develop Traffic Control Plans, Site Work Plans, etc. As required on contracts
Develop/budgeting of Change Requests
Develop daily/weekly cost summaries and review with Foreman/Superintendent/PM
Perform Field Quality Control inspections, along with QC/QA Subcontractor.
Schedule/coordinate QC Inspections in conjunction with Project Schedule.
Negotiate with Owner on RFCO’s & T&M work
Maintain Project RFCO Log
Develop/submit Monthly Progress Billings, including all applicable sub-pays
Perform monthly WIP forecasting/projections with PM/AM oversight
Develop monthly billing projections/backlog projections with PM/AM oversight
Perform development of project budget in HCSS HeavyBid, with PM/AM review/approval.
Manage Job Start-up, Exit Strategy, and Close-out SOP’s on all contracts
Draft & submit PO/SA/SC Requests for Projects

Microsoft Project (maintain)
Quality Control/Quality Assurance – QCM Training (maintain)


Education and/or Experience:

Bachelor’s Degree – Construction Management, Engineering or equivalent;
Minimum 4 years’ experience in Heavy Highway Construction.
Knowledge of construction engineering technology, codes, standards, etc., plus an in-depth understanding of the interdependence and relationship between other functional units required.
Excellent communication and interpersonal skills, plus demonstrated ability to manage a team of varied disciplines.

SPECIAL CONDITIONS OF EMPLOYMENT
