We are looking for a seasoned safety professional to provide strategy and oversight of the development of programs, procedures and processes that make up our Safety Management System. This position will be a key leader in the strategic approach to developing and maintaining programs that support a learning environment and a workplace where physical and psychological safety is a core value across all work groups and levels within the organization. This role provides leadership, support, and vision to City Light’s Safety, Health and Wellness programs and incorporation of Human and Organizational Performance (HOP) principals; it is a part of the leadership team for the Safety, Health and Wellness (SHaW) Division, reporting to the Safety, Health and Wellness Director.

As our ideal candidate, you will have a good working knowledge of Program Management as it applies to developing and implementing programs and procedures related to Safety and HOP possess strong interpersonal, listening, and communication skills, and experience in policy and process development and implementation. You will demonstrate critical thinking skills and work independently and use discretionary judgment. You will be curious and have the willingness to learn as well as the ability to resolve complex issues that involve diverse staff units and functions.

Job Responsibilities

Here Is More About What You’ll Be Doing

Provide strategic and tactical leadership for Safety Health and Wellness programs, including those associated with regulatory requirements, safety leadership, physical and psychological safety and aspects of safety culture, including but not limited to HOP principals.
Collaborate with the Manager of Field Safety Operations, as well as Supervisors and Managers of SHaW-supported groups, to analyze and evaluate work practices, and to develop standard programs and procedures that promote a proactive safety culture, support a learning organization, protect employee health, and ensure compliance with complex state and federal regulations, including applicable industry standards such as ANSI, NIOSH, and NFPA.
Provide strategic and tactical leadership for Safety Health and Wellness programs, including those associated with regulatory requirements, safety leadership, physical and psychological safety and aspects of safety culture.
Oversee, manage and collaborate on the development, implementation, and maintenance of ShaW procedures and processes as needed.
May supervise and lead permanent and temporary employees as needed to accomplish the goals of the division.
Under the overall direction and guidance of the Field Safety Manager, mentor Safety Specialists as needed in providing support for programs and procedures and in developing the requisite experience and knowledge.
Positively influence the safety culture by recognizing and reinforcing desirable health and safety behaviors and leading by example.
Provide direction and technical expertise to supervisors and managers to facilitate, coordinate and implement safety, health and wellness programs and activities.
Develop and facilitate or coordinate training and promote safe and healthy practices and working conditions in a variety of environments and situations for all employees; provide guidance and expertise for safety training and safety related elements in technical training.
As needed, participate in and lead learning teams and learning reviews related to incidents and other applications.
Provide additional support as needed.

Qualifications Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Education:

Bachelor's Degree in Occupational Health, Safety, Toxicology, Industrial Hygiene, Biology, Engineering, or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class).

Experience:

Requires five years of progressively responsible experience in safety and industrial hygiene programs. This should include at least two years of safety management experience. Experience advising senior management on program direction and policy alternatives.

Certification/License:

Current valid state issued driver’s license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

The successful candidate will have curiosity, enthusiasm, and the ability to interact positively with people across the organization and to learn and grow their skills.
Requires a good understanding of OSHA/LNI regulations as well as Human and Organizational Performance concepts, Leadership, and learning team facilitation.
Must be able to analyze risk and human behaviors and assist in the performance of learning teams and incident reviews.
Ability to understand and implement Human and Organizational Performance concepts and practices.
Experience participating in and leading Learning Teams.
This position requires good organizational, communication and collaborative skills needed to function in a matrixed organization with complex technical and cultural challenges.
Must have the interpersonal and technical skills and knowledge to work with other personnel to recognize and find solutions for behavioral, chemical, electrical, and physical hazards in the workplace.
Ability to communicate clearly and concisely, both orally and in writing, with individuals at all levels of the organization.
Experience in presenting information that promotes Safety, Health and Wellness and Organizational Excellence to large groups.

Additional Information

The full salary range for this position is $54.60 to $81.93 per hour.
