Position Summary

The Substation Engineering Manager ensures reliable operation, strategic planning, and effective management of substation assets to meet operational, safety, and regulatory requirements. The role combines leadership, technical expertise, and project management to optimize substation performance, mitigate risks, and align asset management with organizational goals.



Primary Position Responsibilities

Oversee the lifecycle management of substation assets, including transformers, breakers, protective relays, and other critical equipment.
Lead the planning and execution of substation projects, including upgrades, expansions, and new installations.
Oversee the design and implementation of protection and control systems to ensure safe and efficient substation operations.
Lead the development of asset health indexes, risk assessments, and performance analytics to support decision-making.
Ensure compliance with NERC, FERC, and local utility regulations related to substation operations and asset management.
Develop and implement asset health monitoring and maintenance strategies to improve system reliability and extend asset life cycles.
Conduct condition assessments, prioritize maintenance needs, and support the development of capital and operational plans.
Review and approve engineering designs, equipment specifications, and procurement documents to ensure compliance with standards such as IEEE, NESC, NERC, and regional requirements.
Coordinate with project managers and field personnel to ensure successful project execution, adhering to budget, schedule, and quality objectives.
Collaborate with maintenance and operations teams to troubleshoot issues and recommend corrective actions.
Provide technical guidance during system upgrades, testing, and commissioning.
Ensure the accuracy and integrity of data in asset management systems and prepare regular reports for senior leadership.
Utilize analytics to identify trends, optimize asset performance, and improve forecasting accuracy.
Maintain detailed engineering and maintenance records to support audits and regulatory reporting.
Promote and enforce safety protocols during design, construction, and operations activities.



Secondary Position Responsibilities

Work cross-functionally with internal teams to align substation initiatives with organizational goals.
Communicate technical recommendations, project updates, and asset performance insights to senior leadership and external stakeholders.
Represent the utility in industry meetings, regulatory proceedings, and technical forums.
Evaluate emerging technologies, such as digital substations, condition-based monitoring, and smart grid applications, for potential implementation.
Lead efforts to integrate automation and remote monitoring capabilities to enhance operational efficiency and reliability.
Collaborate with IT/OT teams to ensure seamless integration of substation control systems with enterprise networks.
Attend CoServ University training as required.
Performs other duties and activities as directed.



Supervisory Responsibilities

Supervise a multidisciplinary team.
Provide mentoring, performance feedback, and technical guidance to support staff development and ensure high-quality work output.
Develop team goals and workflows to align with organizational objectives, prioritizing safety, reliability, and operational excellence.
Develops annual budgetary requirements and justification for staffing, training, and equipment for assigned cost center.
Responsibilities include interviewing, hiring, and developing direct reports; assigning, setting expectations, and directing work; appraising performance; initiating, coordinating, and enforcing policies and procedures.
Manages the Substation Engineering department responsibilities in accordance with the organization’s policies and applicable laws and as directed by the Director of Engineering.



Position Requirements



Education, Experience, and Certifications Required

High School Diploma or G.E.D equivalency.
Bachelor of Science from an ABET accredited university in Electrical, Civil, or Mechanical Engineering.
Professional Engineer License.
8 years’ experience in substation engineering, asset management, or related fields within the utility industry.
3 years’ experience working for an electric utility with substation engineering and engineering responsibilities.



Education, Experience, and Certifications Preferred

10 years’ experience in substation engineering, asset management, or related fields within the utility industry.
5 years’ experience working for an electric utility with substation engineering and engineering responsibilities.
Experience in capital project planning and budget management.
Familiarity with DNP3 and IEC 61850 communication protocols and substation automation systems.



Skills and Abilities Required

Able to learn and gain knowledge and use CoServ’s GIS, Engineering Analysis, and SCADA Systems.
Strong understanding of regulatory requirements, including NERC and regional standards.
Strong understanding of substation protection, control systems, and high-voltage equipment.
Excellent problem-solving, communication, and collaboration skills.
Able to learn and gain understanding of city, county, and state permitting requirements.
Able to learn and gain knowledge in computer software including Microsoft Suite products.
Able to work efficiently and safely as well as plan and schedule own work and work of others.
Able to maintain accurate records and be proficient with technical details.
Demonstrates self-starting, organization skills, and ability to work with limited supervision.
Able to prioritize projects.
Able to concentrate and complete procedures in an error free manner.
Is proficient with technical details.
Demonstrates a higher level of independent judgment and responsibility.
Understands and carries out complex oral and written instructions.



Skills and Abilities Preferred

In-depth knowledge of substation design, protection & control systems, and asset management practices.
Proficiency in electrical design software, such as AutoCAD, ETAP, ASPEN, or similar tools.



Physical Requirements

Ability to lift a minimum of 25 pounds.
Ability to sit for long periods of time
Drives company vehicle as needed.
Operates office equipment such as a computer, telephone, fax machine, copier, etc.
Works in potentially hazardous conditions caused by pets and wildlife in or near the work site.
Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
Exposure to outdoor environments, including high-voltage facilities, requiring adherence to strict safety protocols.
Occasional travel and extended hours may be required during project commissioning and outage support.



Other Requirements

Must have and maintain a valid Texas driver's license.
