The Apprenticeship Program Business Partner (BP) serves as a key human resource partner responsible for overseeing the onboarding, engagement, and performance management of apprentices. This Business Partner ensures that apprentices are integrated into the organizational culture and equipped with the necessary training and resources to succeed. The role involves developing strategies to maintain engagement, assisting with performance reviews, and addressing performance issues. This role will collaborate with department leaders to identify training programs and act as a point of contact for resolving concerns. Additionally, this role will evaluate apprenticeship program success through data analysis, adjust strategies as needed, and ensure the program aligns with organizational goals. By working closely with leadership, the BP will contribute to strategic discussions to address program needs and provide insights for program improvement. This position will report to the Performance and Policy Manager.

Build and maintain effective, trusting working relationships with all levels of the organization.
Serve as the primary contact point regarding apprenticeship employment matters including workplace expectations, personnel matters, policies, practices, and resources.
Handle information and requests promptly and accurately, addressing sensitive issues with respect and empathy.
Elevate and resolve potential issues negatively impacting the employee experience.
Engage and collaborate with People and Culture units to bring functional expertise to solve business challenges and provide an exceptional client experience.
Provide human resources partnership for both strategic and tactical initiatives, as well as day-to-day support for assigned business groups.
Identify, develop, support, and provide training to operational employees and leaders regarding a variety of topics, including effective performance evaluation and development strategies.
Consult with management on employee matters to provide appropriate guidance and resources.
Understand and address the upstream and downstream impacts of decisions/solutions on the workforce.
Appropriately challenge traditional practices and identify innovative solutions which meet evolving business/industry demands.
Serve as a steward of race and social justice.
Contribute to enhancing and sustaining the effectiveness and innovation while supporting Seattle City Light’s operational and strategic goals.
Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Partner effectively with Labor Relations and Employee Relations, as needed/required.
Comprehend, interpret, and apply the appropriate sections of Personnel Rules, Workplace Expectations, Seattle Municipal Code, and Collective Bargaining Agreements.
Partner with leadership to develop, monitor, and report on workforce and succession plans.
Advise on leadership, professional development, and training.
Analyze workforce data to identify trends, inform decisions, and shape recommendations to achieve business objectives.
Champion Seattle City Light change initiatives to ensure successful implementation of programs, policies, and procedures.
Pivot from high level strategy development to tactical hands-on execution, as needed.

Qualifications Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Requires three years of experience as an administrative staff assistant, administrative staff analyst, budget analyst or a related field and a bachelor's degree in business or public administration or a related field (or a combination of education and/or training and/or experience that provides an equivalent background required to perform the work of the class).

Certification/License:

Current valid state issued driver’s license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

5+ years of experience as a human resource generalist or business partner.
Experience implementing and delivering performance management programs and developing assessment metrics.
Experience in human resources specialty areas like diversity and inclusion, workforce planning, training and development, and/ or employee relations is a plus.
Ability to work effectively with people from diverse backgrounds and in a large unionized or public sector environment.
Experience handling confidential information with strong attention to detail.
Excellent organizational and time management skills.
Commitment to always providing superior customer service.
Proficiency in change management and familiarity with various conflict resolution practices (such as mediation, restorative justice, etc.) in the workplace.
Experience applying fundamental concepts and principles of human resources as a professional discipline and/or technical specialty to the position.
Experience with developing and conducting training for a diverse employee population.
Strong written and verbal communication skills are required and the ability to communicate complex issues both verbally and in written form.
Ability to work independently, as well as collaboratively in a matrixed team environment.
Working knowledge of human resources laws and regulations.
SHRM-CP, SHRM-SCP, PHR, or SPHR.

Additional Information

The full salary range for this position is $54.28 to $63.26 per hour.
