Summary Statement
This position is responsible for the overall execution and coordination of the District’s Computerized Maintenance Management System (CMMS) for the overall reliability of in-use or assigned equipment to the Collections & Distribution Department. As part of these responsibilities this position will be responsible for ensuring all planned maintenance (PM) activities are completed in allotted time frames as well ensuring employees are utilizing the various tools to ensure smooth data collection and interpretation through analytics thus improving the overall reliability of the systems. In addition, this position will be responsible for the overall SCADA (Supervisory Control and Data Acquisition) interface system used for remote data collection from the field for interaction with operators. The District is a 24 hour a day, 365 days a year operation and personnel in this classification will be subject to working overtime and on call including nights, holidays, weekends, and emergency situations.
Responsibilities
•Perform duties as assigned including but not limited to:
•Responsible for department critical spare parts review as well as working with Superintendent and Warehouse on critical spares inventory stocking, reordering, removal of obsolete spares, and repairs of spare equipment when necessary. This includes obtaining quotes and providing necessary purchase requisitions when applicable.
•Monitoring and overall system execution of lift station and low-pressure pump workflow including replacement, disposal, repair, and restocking in warehouse. Deficiencies to include recommendations to Superintendent on routine basis.
•Responsible for monitoring the development, planning, and execution along with suggested revisions to the District’s Preventative Maintenance (PM) programs for the department.
•Role of Collections “planner” of Corrective (CM) and Breakdown (BM) work orders, which includes researching most efficient manner to correct issues utilizing LRD mission statement and procedures with assistance from Root Cause Analysis techniques
•Develops all System Shutdown and Bypass Plans in collaboration with Superintendent in a timely and efficient manner using standard procedure and exhibits after they have been assigned via Superintendent or Engineering Department through EAM Work Flow
•Review of all department Work Orders including proper use of Standard Work Orders, equipment, task plans activities, checklist completion, problem codes, closing codes, booked labor, and attached documents
•Provides monthly feedback of departmental deficiencies but not limited to items such as PM % Compliance, critical spares, and CMMS utilization though tools such as Microsoft PowerBI on a routine basis and for department monthly reporting
•Works Closely with Supt on development of SCADA interface including providing recommendations to department for review and implementation
•Works closely with Field Techs during SCADA system outages and troubleshooting
•Ability to perform as Essential Personnel before and following a declared emergency
•Ability to fill in for Collections & Distribution Superintendent or Foreman in limited capacity
•On occasion works overtime, On Call schedules, night jobs, and hurricane preparation/recovery efforts as directed by supervision
Education and Experience
•High school diploma or equivalent
•Possess FW&PCOA Level III (Class “C”) Certification in Wastewater Collections and a Wastewater Distribution Level III (Class “C”) or have the ability to obtain both Waster Collections and Distribution certifications within time period outlined in offer letter or promotion
•Advanced Maintenance of Traffic (MOT) training and certification required or have the ability to obtain within time period outlined in offer letter or promotion
•Advanced engineering or maintenance reliability degree, preferred
•Obtained or ability to obtain advanced industrial maintenance reliability training and certifications
•Strong mechanical aptitude with a minimum of three (3) years of maintenance reliability preferred.
•Strong technical aptitude working with electronic database platforms including CMMS and PowerBi
•Must be legally eligible to work in the U.S. without sponsorship.
•or related computer experience
•Intermediate to Advanced VTSCADA interface training with some basic programming training

•Effective knowledge of Federal and State laws, statutes, rules, regulations, and ordinances related to Wastewater Collections and Distribution systems
•Strong working knowledge of computer hardware, networks, servers, workstations, printers, routers/switches, cabling, PLCs, and client/server architecture
•Experience drafting, implementing, and administering relevant policies and procedures
•Highly organized and methodical approach to daily work
•Thorough knowledge of methods of installation, repairing, and maintaining collection systems and related appurtenances.
•General knowledge of the principles on supervision, organization and administration
•General knowledge of the current trends and developments in the wastewater collection field
•Has considerable latitude for the use of independent judgment in selection of work methods and procedures.
•Supervision is largely hands-on with some training of field support systems personnel.
•Exercise tact and courtesy in communications with utility customers and general public
•Ability to assign, direct and supervise staff of unskilled to skilled workers
•Lean manufacturing techniques and training (i.e 5S, KPIs, standard work, root cause analysis, etc.) a plus
