Contract Coordinator

Reports to: Director of Infrastructure Development

Directs: Outside Contractors

Responsible for daily inspection of overhead contract crews.

Coordinate all construction and maintenance contract crews including, but not limited to, the following: Work Plan Construction Crews, Pole Replacement Crews, Underground Subdivision Crews, Overhead or Underground Service Crews, Maintenance Construction Crews, Emergency Restoration Crews, Substation Construction Crews, Transmission Construction & Maintenance Crews and Underground Equipment Inspection Crews.

Review and approve all construction invoices.

Perform periodic review of all contracts describing contractor construction, including providing suggestions for changes and improvements to the Manager of Operations Support.

Review all contractor deficiencies and deviations from contract specifications and ensure enforcement of contract specifications.

Exercise discretion and independent judgment in terminating services of contractors who do not meet contract specifications.

Assist Manager with coordination and resolving all contractor disputes over billing, unit specifications or other specific project issues.

Coordinate with various Cooperative departments including Engineering, Warehousing and Purchasing to ensure that all construction projects are constructed to specifications and within expected budgetary and schedule requirements.

Track all contract project costs to ensure budgeted project expenses are maintained.

Participate in the preparation of the annual Operations budget including all required annual construction contract outlays.

Assist in special projects as necessary.

Associate degree in related field or related experience and/or training or equivalent.

Completion of applicable NESC Joint-Use Design and Application training preferred.

Must have experience in line construction techniques and material knowledge.

Experience identifying and developing key messages, as well as shaping and executing communication strategies and plans.

A thorough knowledge of electric utility construction and maintenance.

Supervisory experience preferred.

Must be able to maintain professionalism and control under all circumstances.

Has and maintains a valid driver’s license and acceptable driving record and is able to operate SVEC vehicles.

Must become and remain certified in CPR and first aid. Must also be skilled in the use of safety equipment.

Ability to handle the challenge of operating efficiently under a very flexible schedule due to the number of unanticipated and unplanned requests for services from the various individuals, departments, and outside contacts with whom this position is involved.

Ability to translate engineering concepts into material requirements.

Must be able to review, analyze and suggest areas for improvements on all legally binding construction contract documents.

Must be able to review construction work practices and offer suggestions for improvement based on changing requirements.

Must be able to review, understand and apply information from other utilities and industry standards to ensure conformance with utility best practices.

Must be able to interpret various design documents, plats, plan and profile drawings, construction blueprints and ensure that construction meets all applicable requirements.

Must have access to reliable transportation to and from work.

Participation in SVEC job safety and training programs, relevant workshops, seminars and other SVEC sponsored courses and events.

Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities.

Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands.

Must always maintain an operating telephone or personal communication device at his/her place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the manager to conduct legitimate routine and/or emergency business.

This position primarily works indoors. Must be able to lift objects unassisted (up to 50 pounds). Some standing, walking, climbing, balancing, stooping, kneeling, crouching or crawling to a minimal degree.
