A successful candidate in the Electronics Engineer position will serve as the Munro Control Center subject matter expert & technical lead on operation & maintenance for a range of equipment & systems that are part of BPA's telecommunication system.
Serve as an expert advisor or consultant to other engineers and technical personnel in resolving difficult operational, maintenance, and functional problems involving telecommunication issues.
Serve as a technical authority concerning the integration of new or replacement equipment in the BPA telecommunications system.
Represent and responsible for initiating functional requirements and system architecture that justify system additions and upgrades based on performance monitoring for support of various Operations functions.
Monitor and manage the operational performance of the BPA-wide telecommunications and digital system via the Network Management System (NMS) and Automatic Fiber Management System (AFMS).
Coordinate, schedule, and report on outages involving equipment to minimize outage time.
Create policies, procedures, standards, and plans for new technology based on operational equipment in gathering performance data.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: Experience applying electronic engineering concepts to provide 1) expert guidance in operation and maintenance for a range of equipment and systems that are part of a telecommunication system (e.g., unicast, multicast, and/or broadcast networks, packet transport systems, alarm/management systems, Optical Fiber Management (OFM), Fiber Inventory System, SONET systems, Time Division Multiplex systems, or other similar telecommunications systems); and 2) troubleshooting of systems in an operations and maintenance environment.
There is no substitution of education for experience at the GS-13 grade level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work is sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as inspections of installed equipment and visits to construction sites and industrial, commercial, agricultural, and other business establishments. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort.
Work Environment: The work is usually performed in an office setting. The work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms and may involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. Some travel may be required.
