SALARY RANGE

The starting salary range for this position is $92,400- $115,500 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $138,600. annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.


JOB POSTING


Fleet Equipment Specialist

Overview

Under general supervision, develop, negotiate and administer complex and diversified contracts for procurement of fleet equipment assets, fuel, tools and services, using appropriate procurement methods in compliance with applicable laws and/or District policies. Act as a subject matter expert for District owned fleet assets, including, but not limited to all District vehicles, light to heavy duty aerial devices, construction equipment, trailers, and fueling stations. Identifies customer requirements, develops specifications, and prepares long range replacement plans and budget estimates for multiple departments.


Responsibilities

Develop, negotiate and administer complex and diversified contracts for procurement of vehicles, equipment, fuel, tools and services. Coordinate and administer fleet procurement processes such as engineer estimates, bid evaluations, proposals, inspections, acceptance of purchased equipment, and resolution of warranty claims. Monitor new vehicle/equipment productions schedules and communicate delays and delivery schedules.

Develop, write, and verify vehicle and equipment maintenance specifications and statements of work in coordination with end users and by leading cross-functional teams. Ensure end users have the specialized equipment required to perform their work.
Develop and maintain long term fleet asset replacement plans and budgets for all District fleet assets by coordinating effectively with asset owners and ensuring results meet District cost and use objectives.
Coordinate equipment demonstrations, technical training for fleet staff and end users, and equipment inspections and certifications. Assist end users with research, identification, location and acquisition of specialty rental equipment required to support operations.
Dispose surplus equipment in accordance with District policies and procedures.
Obtain required permits and oversee appropriate testing and maintenance of District’s fuel storage tanks, facilities and fuel computer system located in multiple areas across the District including aboveground and underground fuel storage tanks.
Develop and monitor record-keeping processes/reports of District-wide fleet and equipment pool utilization by all areas of the District. Participate in benchmarking fleet asset utilization and costs. Confer with end users to maximize equipment utilization and cost-effectiveness.
Backup Fleet Manager and supervise fleet departmental staff in the absence of the Fleet Manager.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

Associate Degree in Procurement or Automotive Mechanics from a two-year college or technical school, or an equivalent combination of education and experience, is required.


Experience

5+ years Progressively responsible roles within the fleet industry is required.
Utility experience or experience with aerial devices and cranes preferred.


Licenses and Certifications

Valid Driver's License at hire and WA Driver's License within 30 days of hire

A fully skilled incumbent will have the following knowledge skills & abilities:

Formal bid preparation, proposal development and contract administration practices
Principles, practices, procedures and techniques of fleet management, of purchasing/contracting and inventory control
Financial and accounting principles and procedures, including budget preparation and control.
Working knowledge of modern office practices and procedures, equipment and software applications, including fleet management systems.
Safety laws, rules and regulations as they pertain to operating a garage maintenance operation.
Basic automobile and heavy truck systems; mobile hydraulic engineering and system design.
Technical aspects of vehicle specification, design, construction, and operation.
Interpersonal skills for establishing and maintaining effective work relationships with co-workers, other departments and staff, officials and public.
Customer service, including a positive customer service orientation with both internal and external customers.
Excellent written and verbal communications skills.
Proficient research and documentation skills.
Able to perform data analysis and draw valid conclusions.
Utilize a variety of reference, descriptive and advisory data and information.
Prepare and make presentations in a persuasive manner to various audiences.
Able to manage multiple priorities, and meet schedules and time lines.

Able to exercise judgment, confidentiality, and diplomacy when working with all levels of management, District Commissioners, attorneys, employees and the public.
