The Measurement Technician is responsible to ensure accurate measurement of volumes and is the first to identify potential needs for preventative maintenance. Measurement Technicians will use meters to inform the Company and our customers about pipeline flows. This position is responsible for measurement assets within the Odessa Area.

The Measurement Technician is focused on the following: Flow computers, sampling, and Custody Transfer Units.

Responsibilities May Include:

Performing complex calibration, troubleshooting, and repair tasks

Handling discrepancy identification and resolution. (L&U, quality shifts, etc.)

Training and mentoring of new or less skilled employees

Measurement of low and high-pressure gathering systems

Installation, programming, and calibration of Electronic Flow Measurement (EFM) computers

Collect liquid samples

Install, operate, and maintain liquid sampling systems

Install, program, maintain, and calibrate portable and stationary gas or liquid chromatographs

Schedule, complete, and witness proving on liquid meters

Routine inspection, calibration, and repair of meter and associated equipment (provers, Coriolis, positive displacement, turbine, ultrasonic meter, flow computer)

Routine inspection, maintenance and repair of communications equipment and sampling system

Performs product composition and quality sampling and testing

Work autonomously at varying times and in diverse weather conditions, at remote field locations, and available for callouts

Participate and successfully complete training programs, risk management reviews, and safety meetings required to comply with state and federal regulations and company policy

Reviews and follows procedures as necessary to ensure compliance of all company and industry standards to meet all regulatory agency requirements

Accurately complete documentation such as timesheets, Testit Tickets, safe job plans/work permits and regulatory reports

Optimize work in most effective (efficient and leveraging priority) manner, in alignment with Industry Standards, and within the tenets Phillips 66 Safety policies and procedures

Maintain facility appearance and safety through good housekeeping practices

Effectively utilize tools and test equipment as needed

Respond to operational emergencies as a member of an emergency response team

Perform and accurately document regulatory required inspections

May oversee contractors providing specialty services (Quality Assurance, Quality Control)

Maintain and troubleshoot Automatic Tank Gauging (ATG equipment)

Witness NGL skid proving

Performs other related duties to meet the ongoing needs of the organization

Required Qualifications:

Legally authorized to work in the job posting country

High school diploma or GED

Maintain a valid driver’s license

Currently live or be willing to relocate to within 35 miles of the reporting locations

1 or more years of experience in oil and gas or relevant industry

1 or more years of experience operating a portable and stationary prover

Willing and able to drive using a company vehicle in support of assigned work locations

Willing and able, with or without reasonable accommodation, to perform/comply with the following:

Occasionally exert pulling force of 130 pounds

Frequently lift and carry objects up to 50 pounds

Regularly stoop, squat, kneel, and crouch for durations up to 30 minutes

Periodically pull/push doors open to move around the facility

Occasionally climb A-frame ladders, including heights up to 40 feet for tank service

Occasionally travel (up to 15%) as needed

Willing to be on a scheduled or unscheduled overtime, on-call rotation and handle callouts

Work at times in a loud work environment

Work inside plant conditions as well as in outside conditions that include inclement weather, heat, and humidity

To wear personal protective equipment (such as fire-retardant clothing, steel-toe shoes, ear, and eye protection)

Preferred Qualifications:

1 or more year(s) of experience in the NGL measurement field

Experience working with drawings and schematics

Proven leadership skills and ability to influence at a local level and across a broad organization

Strong communication skills, interpersonal skills, and ability to build relationships

Ability to work independently as well as part of a team

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals.
