About This Job

As an Operations Supervisor Plant Operations you will supervise the daily operation of either a major wastewater treatment plant (peak 350 MGD) or a large wastewater treatment plant (up to 80 MGD). This role is responsible for ensuring effective and compliant plant operations through leadership, process monitoring, staff development, and coordination with internal and external stakeholders.

Essential Functions:

Responsibilities for Major Wastewater Treatment Plant (Peak 350 MGD):

Supervise and manage all aspects of plant operations, ensuring optimal performance and regulatory compliance.

Provide guidance to operating personnel on standards for equipment operation, cleaning, and maintenance.
Review laboratory and instrumentation data; direct operational adjustments as needed.
Conduct daily and specialized inspections of plant equipment, including weekend and emergency inspections.
Train employees on proper treatment procedures, protocols, and safety measures.
Prepare and review work orders, operational logs, and monthly reports.
Oversee facility housekeeping and conduct periodic inspections of plant buildings, roads, and grounds.
Enforce District-wide policies and operational standards.
Manage personnel matters including scheduling, staffing, conflict resolution, and disciplinary actions.
Evaluate employee performance and complete performance appraisals.
Ensure a safe work environment by monitoring job sites and enforcing compliance with safety policies and procedures.
Collaborate with the Safety Coordinator and Plant Manager to investigate incidents and implement corrective measures.
Recommend process, procedural, and equipment improvements to enhance safety and efficiency.
Monitor and adjust operational strategies for optimal sustainability and performance.
Coordinate with other District supervisors to meet system-wide performance goals.
Oversee the training and development program for plant personnel.
Manage supply, chemical, and equipment procurement within policy and budget limits.
Serve as a liaison with contractors, utility companies, agencies, and the general public.

Maintain comprehensive operational records and documentation.

Responsibilities for Large Wastewater Treatment Plant (Up to 80 MGD):

Oversee the operation, maintenance, and repair of a large wastewater treatment facility.

Identify and troubleshoot mechanical or electrical issues; implement corrective and preventive maintenance.
Supervise the plant’s daily operations and ensure compliance with environmental regulations and internal standards.
Interpret process data and direct staff on appropriate process adjustments.
Train and mentor staff in both operational and maintenance procedures.
Conduct regular and special inspections of all plant systems and infrastructure.
Review work orders, logs, and operational reports for accuracy and completeness.
Monitor and enforce housekeeping and maintenance standards throughout the facility.
Respond to after-hours emergencies as required.
Lead efforts in safety compliance, documentation, and incident investigation.
Recommend improvements to optimize plant performance, efficiency, and sustainability.
Foster interdepartmental collaboration across the District to achieve strategic goals.
Monitor procurement activities and ensure appropriate use of plant resources.
Engage with external stakeholders including public officials and community members as needed.

Maintain all required records and documentation in accordance with District protocols.

QUALIFICATIONS: Training and Experience:

Associate degree or completion of 60 college credit hours from an accredited college or university.
A minimum of five (5) years of experience in the operation and maintenance of a wastewater treatment plant.

At least two (2) years of experience in a supervisory or leadership role.


Desirable Knowledge, Skills, and Abilities:

Comprehensive understanding of the chemical, physical, and biological processes used in modern wastewater treatment.

In-depth knowledge of treatment plant equipment, operations, and maintenance practices.

Ability to identify and implement operational and process improvements.
Proficiency with process control systems and common office software, including:
IBM MAXIMO (Enterprise Asset Management)
Microsoft Office (Word and Excel)
Oracle Fusion
UKG (HRIS)
Foxboro DCS/FoxView and related process monitoring software.
Strong supervisory skills, including team leadership, delegation, and conflict resolution.
Experience conducting performance evaluations and managing personnel development.
Ability to build cohesive teams and maintain effective professional relationships.
Strong verbal and written communication skills; ability to convey information clearly.
Capable of interpreting blueprints, technical drawings, and schematics.

Proficient in documentation and report preparation.

SPECIAL REQUIREMENT

Must possess a valid drivers license issued by the state in which the employee resides.

Must have and maintain a Class “A” Wastewater Treatment Plant Operator’s License in the State of Missouri.

Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

All current employees must have a Meets Expectations or; Proficient rating on their most recent performance evaluation to be eligible.
