Primary purpose:

The primary purpose of the Operations Supervisor is to assist the Operations Manager in the full range of duties and responsibilities involved with pipeline and terminal management. The Operations supervisor is responsible for operational activities, performance management of staff, safety, quality control, budgeting, compliance and regulatory matters. The Operations Supervisor directly supervises subordinates, which may include Operators and I&E Technicians. The Operations Supervisor will oversee all pump station or terminal activities to ensure safe, efficient operations in assigned areas. He/she will perform specific duties as assigned which may include acting as a liaison between pipeline or terminal activities and customers in order to maintain efficient delivery and resolve any difficulties relating to scheduling, metering/inventory, and quality control issues. The Operations Supervisor may also assist in supervising functions related to outside contractors operating on company property or in company Right-of-Way areas in order to protect company interests. In addition, the Operations Supervisor must be knowledgeable of safe troubleshooting, installation, repair and operation of mechanical, electrical and instrumentation equipment used in NGL & crude oil pipelines and pump stations.


Essential duties and responsibilities:

Responsible for promoting a strong safety culture, leading by example, participating in safety reviews and generally overseeing safety from a field operations perspective. Will actively look for ways to improve the program and make suggestions to the local safety committee.
Assists in the supervision of pipeline and terminal operations to achieve goals within budgeted funds and available personnel; assists in planning and organizing workloads and staff assignments, reviews progress, implements changes in priorities and schedules as directed to assure work is completed in an efficient and timely manner.
Participates in the selection/promotion of staff and disciplinary matters. May assist in orientating new employees as to procedures, policies, location and operation of equipment. Assists in coordinating safety and emergency response training and programs.
May assist in developing figures for capital and operation budgets based on staffing and resources requirements, cost estimates, and objectives and goals. Assists in monitoring and documenting expenditures, assuring compliance with approved budget and staffing levels.
May assist in the development, review or updating of site-specific operating procedures. May then be involved in training and tracking of training of personnel and conducting reviews to verify adherence to company procedures.
Assists in coordinating with Scheduling Group and Control Room regarding product delivery schedules, equipment shutdowns, pig runs, pipeline work, shipper needs, and any other variables affecting pipeline operations in order to minimize down time and throughput loss. Ensures compliance with all applicable local, state, and federal regulations affecting pipeline operations including but not limited to the EPA, DOT, federal and state OSHA.
May assist ROW Specialist in reviewing outside contracts pertaining to excavation and dangerous work around Company pipeline to ensure Company property is adequately protected. Assists in coordinating projects initiated by engineering, regional staff or local area staff, pipeline relocation and other activities with Engineering and Products Movement departments, cities, land owners, utility companies, etc. Assists in directing the activities of company construction inspectors.
Assists in the inspection of station or terminal and outlying facilities for compliance with maintenance, housekeeping, environmental and safety requirements, including remote delivery locations and booster stations. Use of KM programs such as Maximo, WFM, ISNetworld and LMS to track and verify compliance on a daily, weekly, monthly and annual basis.
Assists in the coordination of all requirements affecting quality control issues, notification procedures, sampling, meter calibration, overages, shortages, and service interruptions.
Coordinates work assignments for all assigned personnel to include routine and/or preventative maintenance to reduce overall operating costs for all facilities within the assigned area. This includes development of programs, tracking work and evaluating progress and savings.
Review and approve time sheets and PTO requests for assigned personnel.
May conduct tours of the facility for management personnel, customers and others approved by the Operations Manager.
Performs other related duties as assigned


Position Requirements


Minimum requirements:


Education:

High school diploma or equivalent required.
Bachelor of Science Degree in Business Management or Engineering (civil, mechanical, petroleum or chemical) or equivalent professional experience.
A minimum of 5-7 years, well-rounded experience in pipeline operations, maintenance and/or engineering is highly desirable and should include specific working experience with products movement, mechanical maintenance, personnel management, legal and environmental requirements affecting terminal and/or station activities.



Experience / Specific Knowledge:


Knowledge of:

Management and supervisory principles and practices.
NGL & Crude petroleum pipeline facilities - operation, equipment requirements and products movement.
Basic engineering practices, including drafting, piping, valves, hydraulics, etc.
Practices, principles, procedures, regulations, and techniques as they relate to all functional areas.
Regulatory requirements for operation of DOT facilities.
Basic knowledge of process controls and automation of pipeline & pump applications
Basic knowledge and experience applying and interpreting results from common electrical measurement instruments (voltmeter, ammeter, ohmmeter, etc.)
Knowledge of company policies and practices, and regulatory and tariff requirements


Certification, licenses, registrations:

A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

As a supervisor, leadership skills are essential. Must be able to utilize appropriate interpersonal styles and methods in guiding individuals/department (subordinates, peers, superiors) or groups toward task accomplishment. Proficiency with computer applications, including Microsoft Excel, Word, PowerPoint and Outlook, as well as the ability to learn and effectively utilize other software applications used within the Company.
A sound background in basic mathematics is important, in order to perform calculations and conversion work, as well as an ability to read mechanical/electrical/civil drawings.
Well-balanced interpersonal skills (verbal and written) and ability to work with a wide variety of people including but not limited to other employees, all levels of management, vendors and customers.
Ability to supervise a diverse workforce.
Must be accountable and take direction from management; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.
Strong organizational skills and the ability to prioritize tasks are essential. Must be able to establish a course of action for self and others/department to accomplish specific goals; must plan and prioritize proper assignments of personnel and/or appropriate allocation of resources.
Must be analytical and a problem solver with the ability to identify problems, identify key issues; identify possible root causes of problems and develop and implement corrective actions for resolution of problems.

As the Operations Supervisor, must consistently maintain a professional and respectful demeanor/attitude and set an example for the department; work effectively with team/work group, as well as with other departments and/or

outside contractors/agencies/clients/vendors to accomplish organizational goals; support a team consensus or decision; acts as team facilitator when appropriate.
Must be self-motivated and capable of working with minimal supervision and/or direction.
Consistently utilizes sound judgment by making decisions and/or taking action based on logical assumptions derived from factual information gathered


Physical demands:

Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
Exposure to smells and vapors associated with petroleum products.
Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, climbing storage tanks, working around heavy equipment and working in confined spaces.
Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.)


Working Conditions:

Must carry a cell phone and be able and willing to respond at any hour of the day or night to all after hours and/or weekend issues, including emergency situations.
Position subject to 24-hour call-out, including nights, weekends, and holidays.
Must be willing and able to travel throughout assigned region and other locations as required in performing job duties.
Occasional travel by car will be required and could include overnight stays. Must be willing and able to travel 10% - 30% of the time.
Some of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities.
Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun, depending upon geographic location.
Position is based out of Sidney, MT. Candidate must live within a hour of reporting location.

Above the minimum requirement; not required but advantageous in this position:

Pipeline operations experience, including specific working experience with products movement, mechanical maintenance, personnel management, legal, and/or environmental requirements affecting terminal activities is highly desirable.
Experience as a supervisor, with a proven track record of effective leadership skills, is a plus.
