Regulatory and Compliance Program Manager (FERC/RTO)

This job is eligible for relocation assistance to Colorado Springs.

Have you always dreamed of working in a regulatory and compliance role for a municipal utility that is a member of a Regional Transmission Organization (RTO)? Colorado Springs Utilities will be joining Southwest Power Pool (SPP), a RTO that operates the transmission and sale of electricity across all or parts of 14 states spanning from the Canadian border through Colorado and down to the Texas panhandle. As a result, we are actively hiring a Regulatory and Compliance Program Manager to advise, manage, and maintain our compliance as an upcoming member of SPP!

What does this mean for you? An opportunity to serve as our four-service utility's expert on SPP's membership agreement, bylaws, and open access transmission tariff. You will work on developing an internal monitoring program to identify high-risk areas and gaps that could result in compliance issues. Additionally, you will work alongside experts to develop necessary policies, processes, and procedures for compliance.

If you have demonstrated experience in a regulatory or compliance capacity, preferably within the utilities sector, and are familiar with RTO regulations, policies, and frameworks, this is the opportunity for you!


What Else Will You be Doing?

Tracking Federal Energy Regulatory Commission (FERC) and SPP rulemakings, orders, and revision requests
Establishing and maintaining an internal monitoring program to ensure ongoing compliance with FERC and tariff-related requirements
Serving as a primary compliance contact with regulators, including FERC and SPP's market monitors
Leading regulatory and internal audits, including developing mitigation plans and negotiating findings with regulators
Tracking and coordinating organizational participation in SPP committees, revision requests, and relevant FERC activities
Developing tariff-required trainings and identifying positions for which training should be mandatory


Who You Are

Demonstrated regulatory or compliance experience in a utilities-related environment, or in accounting, law, finance, contracts management, or program management
Familiarity with RTO and FERC regulations, policies, and frameworks
Knowledge of fundamental concepts around energy settlements and/or trading is valued* Bachelor's Degree in Legal Studies, Law, Finance, Accounting, Business, or a related field is valued*
