We are hiring one (1) full time permanent Senior Project Manager, Transmission Programs to join our team in Edmonton, Alberta.

The Senior Project Manager, Transmission Programs (“Senior Project Manager”) is accountable for overseeing and successfully completing complex, multi-year projects and programs, primarily focused on the growth and modification of EDTI’s transmission system as directed by the Alberta Electric System Operator (AESO). This role encompasses all phases of a project’s lifecycle, including scoping, assessment, planning, approval, construction, and close-out. The Senior Project Manager collaborates with external stakeholders such as the AESO, large industrial customers, and vendors, as well as internal stakeholders, to ensure successful project delivery.

The Senior Project Manager ensures that projects in their portfolio adhere to all mandated regulatory and internal requirements and decisions made in respect of their projects are prudent and reasoned. They lead medium to large-sized project teams, consisting of both EPCOR employees and contract resources, and are accountable for maintaining a focus on safety throughout the project.

Additionally, the Senior Project Manager is expected to take on leadership roles within the Transmission Program Management group, including spearheading process improvements as well as coaching and mentoring less experienced project managers, schedulers, project coordinators, and other team members to enhance overall skill levels.

The Senior Project Manager is accountable to the Manager, Transmission Programs and operates within the context and prescribed limits established by the Senior Manager, Transmission Program Management


What you’d be responsible for

As the assigned Project Manager, assume overall responsibility for scoping, assessment, planning, approval, execution and close-out of complex Transmission Projects that are generally 1 - 5 years in duration and over $10 million in cost. This includes: preliminary assessment and scope development, alternative analysis, stakeholder management, routing and siting, regulatory permitting and applications, engineering work packages, procurement of external services and equipment, detailed execution plans, hazCOM meetings, preconstruction meetings, lessons learned and project closeout.
Managing regulatory and permitting requirements with external stakeholders such as the AESO, AUC, City of Edmonton, Alberta Infrastructure, Alberta Environment, Department of Fisheries and Oceans, and other regulatory or government agencies.
Developing comprehensive project plans, estimates and schedules ensuring budget and resource estimates are accurate given available data; assumptions, and constraints are documented, and the scope and estimate methodology are clearly outlined. Report to project sponsors and key stakeholders on project performance (budget, schedule, and scope) throughout the duration of a project and maintain an accurate forecast project costs spanning the entirety of the project
Maintaining communication, and developing relationships, with external stakeholders (such as the AESO and large industrial customers) to keep them apprised and consulted on project developments and changes and collaboratively seek solutions to challenges that arise.
Providing input to Facility Applications and General Tariff Applications (GTA) filed with the AUC. Assist with drafting and review of Facility Applications for assigned projects. Develop and write of sections of the GTA explaining the basis of the forecast for assigned projects as well as detailing variances between actual project costs and those previously forecast. Where required, support EPCOR Witnesses with AUC proceedings Project Facility Applications and GTAs.
Developing and implementing stratum appropriate (12 – 36 months) deliverables within the context of the Transmission Projects business plan.
Preparing Financial Review Committee approval documents in accordance with EPCOR’s Capital Investment Policy. Where required, prepare, submit and present project status reports to EPCOR’s Project Monitoring Committee (PMC) including quarterly Board reports.
Working with Transmission Program Management Leadership to develop and improve group documentation and processes. Support the development of junior Project Managers, Project Coordinators and other members of Transmission Program Management through coaching and mentoring.
Ensuring optimal use of resources by working collaboratively with other EDTI stakeholders to compare overall schedule alignment against resource availability and securing internal resources and external contractors to complete the work. Together with Transmission Scheduling and Project Controls, manage updates to all project schedules and forecasts on a monthly basis (minimum).
Ensuring compliance with EDTI procurement, regulatory, safety, and legal requirements when hiring external contractors ensuring adequate qualifications, costs are reasonable and minimized, and proper contractor management.
Monitoring projects throughout execution by reviewing project comments, maintaining open communication with crews, inspectors and contractors, and conducting site visits to document progress, pro-actively identify risks and issues, and ensure compliance with the approved project scope, schedule, and budget.
Conducting routine safety inspections on projects sites documenting any deficiencies found and assign appropriate corrective actions.


What’s required to be successful

Professional Engineer (P.Eng) with B.Sc. in Electrical Engineering with Power System Engineering option (preferred), Civil Engineering, or equivalent P.L.(Eng.) is required.
Registered with APEGA as a Professional Engineer (P. Eng.) is required.
Project Management Professional (PMP) designation desired.
More than 10 years of progressively responsible experience in electrical transmission systems required, including project management, direct design or construction experience.
Demonstrated ability to develop, nurture and manage relationships with regulatory bodies as well as internal and external project stakeholders.
In-depth knowledge of substation and transmission line construction methods, procedures, work practices and techniques required.
Experience in project management of complex utility construction required.
Experience with AESO Direct assigned projects and understanding of the AESO connection process.
Experience in planning and executing new initiatives.
Experience in major equipment and construction services procurement including; RFP development, tendering, evaluating, contract negotiations and contract administration.
Experience with project permitting, environmental assessments and stakeholder engagement.
Demonstrated ability to understand and manage complex budgets and schedules relative to this area of responsibility required.
Demonstrated ability to work effectively as part of a larger management team within a dynamic environment required.
Ability to manage matrix-organized project teams while working towards both project and department priorities.
Can clearly communicate technical or complex issues in a clear and succinct way required.
Demonstrated ability showing strong decision-making skills required.
High level of competency with computer software. In particular: Microsoft Office, Ivara, P6, e-scheduler and other project tools such as MS Project.
