We are seeking an experienced Technical Proposal Manager with a strong background in the substation and electric utility engineering industry to lead and manage the development of high-quality, competitive proposals for major electric utility clients. This role requires a strategic thinker with deep industry knowledge, excellent writing and organizational skills, and the ability to coordinate cross-functional teams under tight deadlines.
Typical job duties include but are not limited to:
•Lead the end-to-end proposal development process for substation engineering projects, including RFP analysis, win strategy development, writing, editing, and final production.
•Coordinate closely with Project Managers, Department Leads, and company leadership to review contract terms and conditions and gather technical and commercial inputs.
•Prepare qualification documents, custom client proposals, and presentations with support from technical subject matter experts and senior managers.
•Organize and maintain a centralized proposal content library, including resumes, project descriptions, and standard proposal content, with support from administrative personnel and department leads.
•Oversee administrative personnel responsible for maintaining the historical project database, coordinating client feedback collection and summaries, and managing employee resume updates.
•Ensure proposal folder structure is consistent and accessible by coordinating with IT and project stakeholders for proper server organization and file management.
•Track and manage business development activity by client and operating company using a Customer Relationship Management (CRM) system.
•Develop and maintain proposal schedules, compliance matrices, and task assignments to ensure timely, compliant delivery.
•Support continuous improvement by participating in post-submission debriefs and incorporating lessons learned into future proposals.
Job Requirements:
•10+ years of experience in proposal management, marketing, or business development, including at least 5 years in the substation, transmission, or utility engineering industry.
•Bachelor’s degree in Engineering or technical degree preferred.
•Demonstrated experience coordinating complex proposals for engineering services, EPC contracts, or public-sector RFPs, preferably in the electric utility space.
•Strong understanding of substation engineering, transmission design, protection & control systems, and related technical disciplines.
•Proven ability to lead and manage the full proposal lifecycle, from RFP analysis and strategy through final production and submission.
•Exceptional writing, editing, formatting, and organizational skills.
•Ability to translate technical input into clear, client-focused content.
•Proficiency in Microsoft Office (Word, Excel, PowerPoint) and collaborative tools such as MS Teams and SharePoint.
•Experience managing and maintaining a proposal content library and coordinating CRM tools to track business development activity.
•Ability to work independently and collaboratively across departments and operating companies, managing multiple deadlines and shifting priorities.
•Strong interpersonal and communication skills for coordinating with executives, engineers, admin staff, and clients.
•Willingness to occasionally travel for proposal presentations, team meetings, or client discussions.
Candidates within commuting distance from Reading, PA are preferred, either for onsite or hybrid work, or for occasional onsite meetings. However remote candidates will be strongly considered as well.
