Job Summary

This position generally requires 80% hands-on field activities and 20% office responsibilities for recordkeeping and compliance. Performs duties to support the Environmental Division programs, under the assigned supervisor, to ensure compliance with Federal, State, and Local environmental requirements.

Responsibilities

Environmental Technician

Inspects and samples facilities and/or processes for compliance with federal, state, and local standards and requirements. Assists in preparing various reports and implementing projects. Organizes and maintains data management systems. Participates on the spill prevention response team to respond to emergency call-out situations during normal shift work and after hours. Assists with environmental site assessments. Sets-up equipment and completes field analysis as required. Assists with the handling and disposal of electrical equipment. Completes other job duties as assigned. Inspects and approves industrial and commercial customers’ pretreatment systems. Investigates public complaints concerning FOG and illegal discharges. Educates business representatives on best practices. Distributes educational information to businesses and customers. Meets with commercial and industrial users to discuss inspection findings and initiates enforcement proceedings. Reports violations to supervisor and provides input for corrective action.

Provides assistance in the implementation of multiple environmental programs. Installs, operates, calibrates, maintains, troubleshoots, and repairs complex equipment used for compliance assurance. Collects, assembles, and correlates data and prepares routine and non-routine reports. Coordinates disposal of hazardous and non-hazardous solid waste materials. Conducts environmental site assessments. Participates on the spill response team. Responds to emergency call-out situations during normal shift and after hours. Keeps abreast of current regulations, plans, and work instructions. Completes other job duties as assigned. Inspects and approves industrial and commercial customers’ pretreatment systems. Investigates public complaints concerning FOG and illegal discharges. Educates business representatives on best management practices. Distributes educational information to businesses and customers. Meets with commercial and industrial users to discuss inspection findings and initiates enforcement proceedings. Reports violations to supervisor and provides input for corrective action. Provides assistance with Industrial User Permits and Fact Sheets.

Knowledge, Skills, and Abilities

Environmental Technician

Knowledge of general safety practices. Working knowledge of Microsoft Office programs. Hazwoper Awareness. Skill in using equipment to collect samples. Skill in working with others to achieve departmental goals or improvement objectives. Skill in diagnosing, troubleshooting, and repairing environmental equipment. Skill in the use of personal computers and software. Ability to collect and record data. Ability to prepare and maintain records. Ability to communicate in English, both orally and in writing.

Knowledge of Federal, State, and local environmental regulations. Working Knowledge of Microsoft Office programs. Hazwoper awareness. Skills in collecting, analyzing, and summarizing environmental data. Must be able to communicate, both orally and in written. Skills working with others to achieve departmental goals or improvement objectives. Ability to analyze and evaluate environmental regulations and plans. Ability to work with computer hardware and software. Ability to work independently and in team setting projects. Ability to practice and follow ethical environmental standards. Ability to establish and maintain good working relationship, with other employees and the public. Ability to apply sampling techniques. Ability to set up and calibrate sampling instruments. Ability to work in areas with heights and climbing stairs. Ability to work with hand tools and power tools. Ability to obtain regulatory certifications related to the job. Must be able to adhere to all safety rules and regulations while conducting these activities.

Education & Experience Requirements

Environmental Technician

Requires a High School Diploma or equivalent and two (2) years of related experience. An equivalent combination of education and experience may substitute for the minimum experience requirement.

Associate degree in environmental science, chemistry, biology, engineering, instrumentation, electronics or related utility field; and two (2) years of related experience or any equivalent combination of education and experience.

Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to walk long distances while conducting inspections for up to 3 to 4 hours while carrying samples and laboratory equipment weighing up to 45 lbs. Must be able to collect samples from manholes and be able to open manholes, 40-60 lbs., to inspect flow for obstructions. At times, must move and place equipment weighing 50 lbs., in awkward positions. Must be able to work on high elevations (heights) and climb ladders. Must be able to walk in areas that include rocks, holes, mud and various obstacles which require delicate maneuvering. Must be able to work under adverse weather conditions including, but not limited to sunshine, rain, and sleet. Required to sit while performing work on a computer. Must be able to work a 16-hour shift as needed to collect samples. Must be able to respond to spills afterhours.

Must be physically able to lift articles weighing up to fifty (50) pounds and carry objects weighing up to forty (40) pounds, and push or pull objects weighing up to fifty (50) pounds. Work is sometimes performed in a normal office environment with mostly fieldwork required. Must be able to work in areas with heights and climb stairs. Work may include use of hand tools, power tools and heavy equipment (forklift,). Must be able to work under adverse weather conditions including, but not limited to sunshine, rain, and sleet. Must be able to respond to spills afterhours.
