DESCRIOPTION OF WORK

Seeking training instructors for coursework in the following areas: Hoisting and Rigging, Fall Protection, Confined Space, and Industrial Safety & Health training topics.

Please Note: Instructor(s) does not have to be skilled and experienced to train in ALL the training program areas listed. However, he/she does need to be skilled and experienced to train in fall protection and confined space entry training program areas. It is expected that instructor(s) has some knowledge in general industry or construction so that if not selected as the primary instructor for a training program, they could assist the primary instructor during course instruction, e.g., donning a fall protection harness is applicable in Slip Simulator and Fall Protection training, so experience in either course has transferable applicability.

Training instructor support is strictly based on the training demands of the Hanford Site Contractors.

Hoisting & Rigging & Aerial Lift Training

The Hoisting & Rigging & Aerial Lift Subcontractor instructor(s) introduce students to the hazards of hoisting, rigging, and aerial lifts and how to recognize potentially dangerous work areas. The goal of the programs is to ensure that Hanford workers tasked with operating cranes, forklifts, and aerial lifts, and performing rigging duties are properly trained to work safely and in compliance with the rules and regulations that govern these operations on the Hanford Site.

The program covers the operation controls, inspection, maintenance, and repair of cranes, hoists, fork trucks, slings, rigging hardware, and hoisting equipment used on the Hanford Site. The Hanford Site Hoisting and Rigging Committee implements rules, regulations, and standards for hoisting and rigging activities through DOE-RL-92-36, Hanford Site Hoisting and Rigging Manual. See Appendix B in Section 12 of the SOW. HAMMER's role is to ensure hoisting and rigging training incorporates these rules, regulations, and standards into the Hoisting and Rigging courses.

ON-THE-JOB TRAINING & ON-THE-JOB EVALUATIONS (OJT/OJE)


Fall Protection Training

The Fall Protection Subcontractor instructor(s) introduces students to potential fall hazards and how to recognize potentially dangerous work areas; the latest fall protection practices; and literally places students in the seat of the harness of the fall protection equipment. Students participate in interactive, practical exercises that are conducted in a controlled, safe environment. All HAMMER Fall Protection training complies with OSHA 1926.503, ANSI Z359.2, and the Site Program. Workers who will be exposed to fall hazards at the Hanford site receive applicable fall protection training as directed in the Hanford Site-wide procedure, DOE-0346, Hanford Fall Protection Program. See Appendix C in Section 12 of the SOW.

Confined Space Entry Training

The Confined Space Entry Subcontractor instructor(s) introduces students to the potential hazards of confined space entry and how to recognize potentially dangerous work situations while in a confined space, individual’s roles and responsibilities associated with confined space entries. The course includes a practical demonstration where students will perform at least one (1) duty associated with confined space entries while entering a simulated confined space. ALL HAMMER confined space training complies with OSHA 1910.146, 1926.21, 1926.1200, ANSI Z117.1-2009, and the Site Program, DOE-0360, Hanford Site Confined Space Procedure. See Appendix D in Section 12 of the SOW.

Industrial Safety & Health Training

HAMMER provides a wide variety of training for Hanford and non-Hanford customers. Whether DOE required, regulatory driven, a Site-wide Standard or best practice, HAMMER courses are designed to be student centric and performance-based. Our goal is to provide students with the knowledge to perform to a high level in a safe manner.

Examples of Industrial Safety training subjects include but are not limited to:

SCAFFOLD SAFETY


Instructor Expectations:


The instructor(s) shall:

Attain proficiency in each course prior to teaching the class unsupervised. This will entail studying the course(s) material, discussion of the course material with current instructor(s) or training program manager to ensure adequate knowledge of the material, observing the class, and conducting the class under the supervision of a current instructor or HAMMER individual identified by the BTR. This will be coordinated through the HAMMER individual identified by the BTR. The HAMMER individual identified by the BTR will ultimately determine and document if a new instructor(s) is approved to teach classes unsupervised.
Provide training in accordance with, and without deviation from, approved current course lesson plans. Deviation from approved course lesson plans is not allowed without prior approval from the HAMMER individual identified by the BTR.
Notify the HAMMER individual identified by the BTR if he/she is unable to conduct the training as scheduled for any reason. This notification should be done prior to the course delivery date if possible.
Notify the HAMMER individual identified by the BTR prior to the course delivery date if the contracted course lesson plans and/or curriculum cannot be followed as originally submitted or noted in the contractual SOW.
Adhere to and require that all students abide by the approved Health and Safety Plan for each course. If a safety concern is raised or if a deviation to the approved safety plan is observed or anticipated, the instructor(s) shall notify the HAMMER individual identified by the BTR, responsible HAMMER Training manager, or HAMMER Operations immediately.
Conduct all HAMMER Training related work in accordance with approved HMIS/HAMMER procedures and policies.
Arrive thirty (30) minutes prior to the beginning of the course being taught to 1) ensure that the classroom, equipment, and course documents are in order for class and 2) greet students and ensure they are properly signed into class.
Ensure that all students listed on the course roster (Note: HAMMER Training Logistics will provide the student roster) have a charge code entered in the appropriate area on the roster prior to submitting the roster to HAMMER Training Logistics at completion of the training.
Verify all students successfully completed the training and indicate any students who did not successfully complete the course.
Spend the time after class ends to ensure that all course materials/rosters have been checked for accuracy and delivered to HAMMER Training Logistics.
Return the signed course roster (along with the original students’ course evaluation forms) to HAMMER Training Logistics at the completion of class. Please note: This step is necessary to ensure students’ training records get updated to show they completed the course.


Onsite Work Location

The primary location where this work scope shall be completed is at the HAMMER Facility (2890 Horn Rapids Road, Richland, WA 99354) or nearby satellite locations across the Hanford Site. Work will be performed in an office environment/conference room/classroom/HAMMER training props. When directed by the HAMMER individual identified by the BTR, courses may be conducted at satellite locations on the Hanford Site.

The HAMMER Facility is open from 5:30am to 5:30pm, Monday through Thursday. As deemed necessary, HAMMER is open non-standard hours (including Fridays) to support Hanford Site training needs. Work is to be performed during those hours unless special arrangements are made through the BTR and HAMMER Management.


INSTRUCTOR QUALIFICATIONS

Minimum of eighteen (18) months experience providing instructional support on training subjects including or similar to those listed.
Demonstrated knowledge of instructional techniques and adult education methods, applied through training or experience.

General Desired Qualifications (not specific to any particular training program):

Experience working at a Government Operated Facility, i.e., Department of Energy (DOE), Department of Defense (DOD).
Previous technical instructor experience
Previous experience performing this specific training or be approved to participate in on-the-job training by the HAMMER individual identified by the BTR
Ability to respond on short notice to requests to teach training courses
Experience on the Hanford site will improve the ability of the individual(s) to complete the necessary activities
Basic use of Audio/Visual (A/V) equipment
Comfortable speaking in front of groups
Basic use of Microsoft Office suite
Strong customer service skills
Strong instructional presentation skills, including the use of facilitation skills, questioning techniques, and in-class student feedback
Strong instructional presentation skills, including presenting to a diverse student population; i.e., professional, bargaining unit, and management, etc.


INSTRUCTOR(S) PROGRAM SPECIFIC REQUIRED QUALIFICATIONS:

Hoisting & Rigging & Aerial Lift Training

Minimum of five (5) years of occupational experience in Construction or General Industry (an Associate’s college degree in occupational safety and health or a Certified Safety Professional designation may be substituted for two (2) years of experience).
Minimum of five (5) years of experience working directly in hoisting and rigging operations.
Working knowledge of the use, inspection, and maintenance of hoisting and rigging equipment to include: rigging hardware, below the hook lifting devices, hoists, overhead cranes, and mobile cranes.
Working knowledge of the use, operation, and maintenance of Forklift/Powered Industrial Trucks.
Working knowledge of the use, operation, and maintenance of Aerial Lifts/Elevated Work Platforms.


Fall Protection Training

Minimum of five (5) years of occupational experience in Construction or General Industry (an Associate’s college degree in occupational safety and health or a Certified Safety Professional designation may be substituted for two (2) years of experience).
Must have a working knowledge of fall protection regulations, standard, fall protection equipment and systems, and have experience in the selection, installation, inspection, and use of fall protection systems.


Confined Space Training

Minimum of five (5) years of occupational experience in Construction or General Industry (an Associate’s college degree in occupational safety and health or a Certified Safety Professional designation may be substituted for two (2) years of experience).
Must have a working knowledge of confined space regulations, standard, selection of confined and knowledge of monitoring equipment and rescue equipment, and experience in performance of confined space roles and responsibilities, e.g. attendant, entrant, supervisor.


Industrial Safety & Health Training

Minimum of five (5) years of occupational experience in Construction or General Industry (an Associate’s college degree in occupational safety and health or a Certified Safety Professional designation may be substituted for two (2) years of experience).
SCAFFOLD SAFETY - No Program-Specific Required Qualifications for this training program; HAMMER will provide qualifications.
COMPRESSED GAS CYLINDER SAFETY - No Program-Specific Required Qualifications for this training program; HAMMER will provide qualifications.
SUSPECT AND COUNTERFEIT ITEMS - No Program-Specific Required Qualifications for this training program; HAMMER will provide qualifications.
AUDITOR TRAINING - No Program-Specific Required Qualifications for this training program; HAMMER will provide qualifications.
