EPCOR's Water Services group (EWS) is excited to announce a full-time temporary (up to 18 months in duration) opportunity for a Capital Governance Manager. This role is part of the Finance team working out of the Rossdale Water Excellence Building at the Rossdale Water Treatment Plant in Edmonton, Alberta.

The Capital Governance Manager is accountable for all functions of Capital Governance. This includes the Governance and reporting of EWS projects and programs through interpretation and implementation of relevant organizational policies, procedures and best capital governance practices; managing consistent evaluations, forecasting, budgeting and reporting performance of all EWS capital projects and programs throughout their lifecycle; and monitoring and facilitating appropriate spending approvals.


What you’d be responsible for

In the role of Capital Governance Manager, you are accountable to the Capital Governance Senior Manager and will have the following key accountabilities (but are not limited to these):


Planning
+ Participating in the development of Capital Plan for the Business Unit and the identification of objectives and priorities (annual work plan) for the upcoming year. + Anticipating challenges and obstacles to delivering the annual work plan.
Operational Excellence:
+ Ensuring adherence to processes, procedures and standards. + Identifying and implementing process changes to ensure effective, efficient service delivery.
Execution
+ Executing the annual objectives and priorities (annual work plan). + Removing roadblocks and addressing issues / problems / concerns related to ensure annual targets can be met. + Responding to shifts in priorities as required. + Ensuring that work is completely safely and efficiently.
Talent
+ Creating capable, committed and high-performing team. + Setting appropriate performance objectives for each team member. + Holding team members accountable for achieving results and demonstrating required behaviors.
Relationships
+ Collaborating cross functionally to resolve issues. + Consulting with customers or stakeholders to create understanding and resolve issues or concerns.

+ Collaborating with colleagues to resolve issues or concerns. + Providing (technical) insights and expertise to support decision-making.
Leading the capex budget process including organizing meetings, developing material, tables and graphs as required.
Preparing the capital STIP metric based on budget including related supporting material.
Leading all regulatory initiatives including PBR and related annual progress reports. This includes gathering the necessary supporting documents, tables and graphs; properly supported variance analysis and tables; and support for regulatory requests.


What’s required to be successful


Qualifications, experience and behaviours you possess are:


Completion of a Degree or Diploma in Business, Finance or Accounting from a recognized post-secondary education institute.
Chartered Professional Accounting designation (CPA)
Experience that includes:
+ 10+ years of related accounting, regulatory, business analysis and/or data analytics. + Leading in a supervisory capacity. + Working in a regulated utility environment is a valuable asset to have.
Technical skills that include:
+ Proficient in the use of MS Office suite of products (Word, Excel, Outlook) and SharePoint. + Proven understanding of regulatory framework.

A requirement of working for EPCOR is that you are at least 18 years of age, successfully attained a high school diploma (GED, or equivalent level of secondary education) and legally entitled to work in Canada. (A copy of a valid work permit may be required.)

Some EPCOR positions require an enhanced level of background assessment, which is dictated by law. A technical/practical assessment may be administered during the selection process and this exercise will be used as a part of the selection criterion.
To meet the physical demands required of some positions, candidates must be in good physical condition and willing to work in all weather conditions. Clearance on pre-placement medical and drug and alcohol testing may be required.
Prior infractions for unsafe driving behaviours will be evaluated and considered for non-selection regardless of current demerits on file.
Successful applicants must provide their own vehicles with appropriate insurance in accordance with EPCOR’s Employee Mileage Reimbursement Policy. You will be reimbursed in accordance with EPCOR’s Employee Mileage Reimbursement Policy.
