Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Reporting to the Director Project Management Office (PMO), the Manager, Project Controls is responsible for establishing and leading a team of specialists and other resources (including external consultants as required) in planning, coordinating, and executing the work required to develop, implement, and support Trans Mountain's project control standards and processes.
This position is based in our Calgary Head Office and is a full-time in office position.
Key Responsibilities
•Identify, recruit, and assign resources to the Project Controls Team, including specialists in cost control, scheduling, estimating, risk management, and closeout, while providing strategic and tactical guidance to the team.
•Develop and implement fit-for-purpose project control processes, including cost management, planning and scheduling, estimating, reporting, closeout, and change management, while collaborating with corporate stakeholders (e.g., Business Development, Project Development, Engineering, Regulatory, Legal, EH&S, Indigenous Relations, Land, SCM, Operations) to ensure alignment and integration of project control processes.
•Establish and execute an implementation program for project control processes, while developing and delivering training programs to ensure corporate stakeholders understand and can effectively use these processes.
•Support project teams to ensure all necessary project controls requirements and deliverables are in place for Gate reviews.
•Develop standards and processes for integrated performance metric reporting and stewardship, while providing regular reports on project performance, including cost, schedule to senior management.
•Develop and implement PC system, tools and best practices to ensure rigorous adherence to project control processes by all stakeholders, while providing supporting tools and resources to assist stakeholders in completing their project control deliverables.
Qualifications And Professional Experience
•University degree in Engineering, Project Management, Business Administration, or a related field.
•Minimum of 10 years of experience in project controls, with at least 5 years in a leadership role.
•Project Management Professional (PMP) from PMI, Certified Cost Professional (CCP) by the Association for the Advancement of Cost Engineering (AACE) designations are strongly preferred.
•Strong knowledge of project control processes, including cost management, planning and scheduling, and change management.
•Proficiency in project management software and tools (Primavera, MS Project, Smartsheet, etc.)
•Energy/pipeline industry experience would be considered a strong asset.
•Strong organizational, time management and leadership/people management skills are essential.
•Proficient in analyzing and troubleshooting complex issues, with a proven ability to make sound decisions.
•Exceptional skills in stakeholder engagement, information gathering, and collaboration, with a proven ability to work effectively with cross-functional teams and stakeholders.
•Strong project and program control management skills are critical. This includes the ability to plan, execute, and oversee projects and programs effectively. Must be proficient in managing timelines, budgets, resources, and risks, ensuring successful delivery within scope and on schedule.
•Demonstrates strong skills in managing sustaining capital projects, ensuring the ongoing maintenance and improvement of existing assets. This includes the ability to plan, budget, and execute projects that maintain operational efficiency and extend the lifecycle of assets.
•Flexible and adaptable to changing project requirements and environments.
•Collaborative leader with a passion for mentoring, leading, fostering teamwork and guiding others; capable in navigating and facilitating difficult conversations.
•Excellent verbal and written communication abilities with the ability to simplifying complex concepts into clear, organized, and easily understandable information.
•Thrives under pressure, adept at managing strict deadlines and shifting priorities.
•Serve as a senior leader and refined coach, capable of overseeing employees at all levels of professional experience.

•Will need to provide support outside of regular business hours and/or on the weekend.
•Travel to work sites is required (10-15%).
