Summary
As a Sourcing Manager I at Oncor, you will provide leadership, expertise, and support for a broad range of responsibilities in Supply Chain that may include Strategic Sourcing, Procurement, and Supplier Relationship Management. The Strategic Sourcing, Procurement, and Supplier Relationship Management organization is structured to minimize supply risk by driving value for Oncor and ensuring that the key functions of the Sourcing Lifecycle are executed successfully.
Leadership
Key Roles & Responsibilities•Lead, mentor, manage and motivate a team of Buyers and Sr. Buyers that manage categories through Strategic Sourcing, Procurement and Supplier Relationship.
•Consolidate information and report on team progress, risk areas and requests support to ensure continuity of supply.
•Interact and promote close team interaction with business units to ensure their supply needs are met.
•Act with the 'bigger picture' in mind (strategic context)

•Communicate effectively in an executive environment
•Contribute to developing strategic growth and value delivery options
•Implement employee development plans, performance appraisals, salary administration and schedule/conduct employee information and training sessions.
Strategic Sourcing
•Manage and support supplier sourcing and selection process, including: RFP (Request for Proposal) development, pre-bid supplier conferences, evaluation of suppliers, and supplier selection
•Manage team engagement within Oncor and externally to develop strategic sourcing plans and business intelligence
•Manage the development of supplier evaluation and scoring methodology to be used during supplier selection
•Lead supplier contract negotiations in partnership with key Oncor participants
•Utilize sourcing and procurement expertise to expand the base of qualified suppliers, when appropriate
Procurement
•Manage and support contract development and execution process, including: developing terms and conditions, engaging with key Oncor participants on the creation of supporting contract documentation (such as compensation schedule, performance measures, insurance requirements, etc.), and managing appropriate internal stakeholder reviews for contract execution
•Manage the development of a communications and reporting strategy to ensure that key Oncor participants are kept informed
•Coordinate the review, communication, and management of upcoming contract expirations
•Coordinate the monitoring of contract spend and proactively communicate upcoming limits to ensure actual spend does not exceed contractual spend
•Coordinate the tracking and management insurance requirements, for both new suppliers and existing suppliers
•Actively support and promote Oncor’s supplier diversity program, including: ensuring that diverse suppliers are included in sourcing initiatives, that contract terms and conditions properly reflect Oncor’s commitment to diversity and expectations of suppliers doing business with Oncor, and tracking and reporting spend with diverse suppliers
Supplier Relationship Management
•Utilize and encourage the utilization of a disciplined approach in the management of the activities of contract compliance, supplier performance, agreement governance, and ongoing supplier development
•Utilize a model to manage the SRM (Supplier Relationship Management) process that distributes roles and responsibilities to the appropriate individual – the process is managed by Supply Chain, but roles and responsibilities may be delegated to the business operations, as applicable
•Formalize and manage the implementation of periodic supplier segmentation, contract performance review, supplier risk assessment and measurement of supplier performance related to contractual terms and conditions
Education
•High School Diploma, GED, or equivalent is required.
•Applicants with a Bachelor’s Degree in Business, Supply Chain, or related fields of study are encouraged to apply.
•Applicants with a MBA degree and/or Certifications or Professional Credentials in Supply Chain are encouraged to apply.
Experience
•Minimum of 5 years of direct experience in sourcing, procurement, and/or contract management preferred
•Strong experience in managing suppliers across a number of contractual and service level commitments including, but not limited to: business and consulting professional services, information technology/telecom, and/or specialized business programs.
