Under limited supervision, provides service to Brownsville Public Utilities Board (BPUB) internal and external customers by responding to inquiries involving revenue recovery, billing, and collections. Works in accordance with established policies and procedures and under the limited supervision of the designated individual or manager.
Provides leadership, guidance, work assignments, training, and oversight to less-experienced staff. May assume the daily responsibilities in the absence of a supervisor. Serves as an expert in compiling, designing, and generating collections and revenue recovery reports for internal and external customers as required. Prepares case folders with accurate documentation and back billing information related to positive tampering investigations. Prepares and reviews case files BPUB staff, and attorneys, and may be required to testify in court on BPUB’s behalf. Prepares and delivers presentations to BPUB and the community, and provides training to other BPUB departments on how to identify potential tampering incidents. Supports AMI implementation and is responsible for training staff on related policies and procedures. Assists the supervisor and/or manager by planning, participating in, and conducting internal and external meetings, and provides support as directed. Required to carry out Lead Collections Customer Solutions Representative (CSR) duties. May be required to assist staff in the field as needed. Completes other duties as assigned.
Knowledge of City Ordinances as they relate to BPUB policies and rates. Knowledge of all duties of a Customer Solutions Representative for the Collections Department. Knowledge of and adherence to the BPUB Records Retention Policy. In-depth knowledge of customer relations business areas including customer service, billing, collections, meter reading, and/or meter services. Advanced knowledge of Microsoft Office programs. Professional oral and written communication skills in English; bilingual in English and Spanish preferred. Skill in conducting research, gathering facts and statistics, and making thorough analyses to arrive at a sound conclusion. Strong analytical skills to analyze complex problems and make appropriate decisions in accordance with rules and regulations. Skill in handling multiple tasks, prioritizing and flexibility. Interpersonal skills to establish and maintain effective working relationships with internal and external customers. Skills in developing and conducting presentations. Ability to interpret laws, rules, ordinances, and BPUB policies and procedures, analyze problems and make decisions based on independent judgement and initiatives, in accordance with rules and regulations. Ability to problem-solve across many projects. Ability to report research findings and recommendations in a clear, complete, and logical form. Ability to lead teams and work as part of a team to implement new systems. Ability to relate to all staffing levels of the organization. Ability to establish and maintain effective working relationships with peers, management, agencies, and the generic public. Ability to produce and deliver reports and presentations with clearly organized thoughts.
Bachelor’s Degree with major course work in business administration, or a related field and three (3) years of relevant work experience. An appropriate combination of education and experience may substitute for the minimum requirements.
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
