Job Description Summary

Reporting to the Commissioning Manager, the Commissioning Coordinator is responsible for the overall back-office coordination of projects execution regarding commissioning scope, including tendering, preparation, execution, and closure of projects. It is a portfolio (cross-projects) role, meaning that the Commissioning Coordinator will reach all projects during the project’s life cycle in different phases at the same time.

For the on-site execution of the project, the Commissioning Coordinator will hand it over to the On-Site Commissioning Lead to coordinate the daily operations at site with the commissioning team, where the Commissioning Coordinator will play a role of supporting and ensuring all the controls and reports are being done and updated in a timely manner.

During tendering phase, the Commissioning Coordinator will work with the tendering team to create and submit the tendering documents for the commissioning scope to ensure GE Vernova GSI will have enough budget to execute the project with safety and quality, considering the scope of work, sub-contractors, tooling, any other aspect to meet both GE Vernova’s and customer requirements.

The Commissioning Coordinator will need to go to site to support the team to ensure good processes and practices are in place for the project execution.Job Description

Essential Responsibilities:

Read, interpret, and understand customer requirements for new bids.

Work with tendering team on the strategy for the specific bid taking into consideration customer requirements and profile, historic information, GE Vernova GSI requirements to execute the job with safety, quality and within the budget and schedule.
Build the bid package for the commissioning scope, including a proper breakdown of the work with hours and costs to execute each portion of it, so it will facilitate the handover to execution and the understanding of the assumptions taken during tendering phase.
Improve tools and assumptions taken based on feedbacks and real information from executed (or under execution) projects.


Preparation and planning phase:

Prepare, create, and coordinate the execution of the commissioning execution package, including:
+ Commissioning Plan (Scope, Cost, and schedule) according with ITO information. + Documentation Package (test procedures creation and test reports submission). + Creation of the project specific Commissioning daily tracker to hand it over to the Commissioning Lead.
Support the project execution team on commissioning matters.
Technical governance and customer relations on commissioning matters.
Plan and support pre-commissioning effort (instrumentation, documentation, etc.).
Perform the commissioning kick-off meeting with the team to ensure full understanding of the project regarding safety, quality, schedule and hours, documentation, controls, and processes to have a successful project execution.
Handover the daily project coordination to the Commissioning Lead after the kick-off is performed but keep the overall coordination to ensure compliance.


Execution phase:

Ensure work is performed safely according with GE standards and local requirements.
Ensure the site team is set up properly.
Have regular touchpoints with Commissioning Leads to ensure the site work is flowing properly according with the commissioning plan, including but not limited to: daily tracker updates, timely reports and timesheet submissions, schedule, and cost.
Contribute to overall quality and excellence in execution of commissioning.
Provide support to the site teams (at site, if needed) regarding the technical issues or challenges.
Collaborate in resolving complex problems.
Ensure the project is being executed with quality and within the budget.
Ensure all commissioning deliverables were submitted to customer in order to collect all payments.


Closure:

Work with the Commissioning Lead to ensure all work has been completed and that there is no more hours/cost to incur so the project can be officially closed in the system.
Submit a notification to the project team with the full commissioning closure of the project, listing the documents folder and any other deliverables store location.
Collect RoEs (Return of Experiences) and define action plans based on them so the business can improve on potential gaps.


Mandatory and Desired Qualifications / Requirements:

Engineering degree or equivalent.
Minimum of 10 years of experience on substation commissioning.
Strong EHS culture.
Collaboration mindset.
Lead by example.
Ability to multitask and shift between many different projects and initiatives with tight deadlines.
Excellent interpersonal skills, teamwork skills and autonomy.
Strong customer service orientation.
Proficiency in Microsoft Office (Outlook, Word, Excel, etc.) and have good computer skills.
Ability to navigate cross-functions and create a good rapport with other teams (Project Management, Engineering, Finance, Fleet Support, EHS, HR, etc.).
Ability to comply with mandatory requests on time, such as: trainings, timesheets, expense reports, daily reports, etc..
Understand and implement cost and schedule control for commissioning scope.
Must be proficient in English.
Resilience.


Desired Characteristics:

Experience with coordinating a team.
French speaking is an asset.

du responsable de la mise en service, le coordinateur de la mise en service est responsable de la coordination administrative globale de l'exécution des projets en ce qui concerne la portée de la mise en service, y compris l'appel d'offres, la préparation, l'exécution et la fermeture des projets. Il s'agit d'un rôle de portefeuille (interprojets), ce qui signifie que le coordinateur de mise en service abordera tous les projets au cours du cycle de vie du projet en différentes phases en même temps.

Pendant la phase d'appel d'offres, le coordinateur de la mise en service travaillera avec l'équipe chargée de l'appel d'offres pour créer et soumettre les documents d'appel d'offres relatifs à la mise en service afin de garantir que GE Vernova GSI disposera d'un budget suffisant pour exécuter le projet en toute sécurité et qualité, en tenant compte de l'étendue des travaux, des sous-traitants, de l'outillage et de tout autre aspect pour répondre aux exigences de GE Vernova et des clients.

Le coordonnateur de la mise en service devra se rendre sur place pour aider l'équipe à s'assurer que de bons processus et pratiques sont en place pour l'exécution du projet..


Responsabilités essentielles :

Lire, interpréter et comprendre les exigences des clients pour les nouvelles offres.
Travailler avec l'équipe chargée des appels d'offres sur la stratégie de l'offre spécifique en tenant compte des exigences et du profil du client, des informations historiques, des exigences de GE Vernova GSI pour exécuter le travail en toute sécurité, qualité et dans les limites du budget et du calendrier.
Élaborer le paquet d'appel d'offres pour l'étendue de la mise en service, y compris une ventilation appropriée des travaux avec les heures et les coûts d'exécution de chaque partie, afin de faciliter le passage à l'exécution et la compréhension des hypothèses retenues pendant la phase d'appel d'offres.
Améliorer les outils et les hypothèses prises sur la base des commentaires et des informations réelles des projets exécutés (ou en cours d'exécution).

Phase de préparation et de planification :

préparer, créer et coordonner l'exécution du paquet d'exécution de la mise en service, y compris :
Plan de mise en service (portée, coût et calendrier) conformément aux informations ITO.
Dossier de documentation (création de procédures de test et soumission de rapports de test).
Création du suivi quotidien de la mise en service spécifique au projet pour le remettre au responsable de la mise en service.
Soutenir l'équipe d'exécution du projet sur les questions de mise en service.
Gouvernance technique et relations avec les clients en matière de mise en service.
Planifier et soutenir les efforts préalables à la mise en service (instrumentation, documentation, etc..).
Organiser la réunion de lancement de la mise en service avec l'équipe pour assurer une compréhension complète du projet en ce qui concerne la sécurité, la qualité, le calendrier et les heures, la documentation, les contrôles et les processus pour une exécution réussie du projet.
Transférer la coordination quotidienne du projet au responsable de la mise en service après le lancement, mais conserver la coordination globale pour garantir la conformité.


Phase d'exécution :

s'assurer que le travail est effectué en toute sécurité conformément aux normes GE et aux exigences locales.
Assurez-vous que l'équipe du site est correctement configurée.
Ayez des contacts réguliers avec les responsables de la mise en service pour vous assurer que les travaux du site se déroulent correctement conformément au plan de mise en service, y compris, mais sans s'y limiter : mises à jour quotidiennes du suivi, rapports et soumissions de feuilles de temps en temps opportun, calendrier et coûts.
Contribuer à la qualité globale et à l'excellence de l'exécution de la mise en service.
Fournir un soutien aux équipes du site (sur site, si nécessaire) en ce qui concerne les problèmes ou les défis techniques.
Collaborez pour résoudre des problèmes complexes.
Assurez-vous que le projet est exécuté avec qualité et dans les limites du budget.
Assurez-vous que tous les livrables de mise en service ont été soumis au client afin de collecter tous les paiements.


Clôture :

Travaillez avec le responsable de la mise en service pour vous assurer que tous les travaux sont terminés et qu'il n'y a plus d'heures/frais à engager pour que le projet puisse être officiellement fermé dans le système.
Soumettre une notification à l'équipe de projet avec la clôture complète de la mise en service du projet, en répertoriant le dossier des documents et l'emplacement de stockage de tout autre produit livrable.
Collectez les ROE (Return of Experiences) et définissez des plans d'action en fonction de ceux-ci afin que l'entreprise puisse améliorer les lacunes potentielles.


Qualifications/exigences obligatoires et souhaitées :

diplôme d'ingénieur ou équivalent.
Minimum de 10 ans d'expérience dans la mise en service de sous-stations.
Une culture EHS forte.
État d'
esprit collaboratif.
Montrer l'exemple.
Capacité à effectuer plusieurs tâches à la fois et à passer d'un projet à l'autre avec des délais serrés.
Excellentes compétences interpersonnelles, capacité à travailler en équipe et autonomie.
Une forte orientation vers le service à la clientèle.
Maîtrise de Microsoft Office (Outlook, Word, Excel, etc..) et possèdent de bonnes compétences en informatique.
Capacité à gérer les différentes fonctions et à établir de bonnes relations avec les autres équipes (gestion de projet, ingénierie, finances, soutien de la flotte, EHS, ressources humaines, etc..).
Capacité à répondre aux demandes obligatoires dans les délais, telles que : formations, feuilles de temps, notes de dépenses, rapports quotidiens, etc..
Comprendre et mettre en œuvre le contrôle des coûts et des délais pour l'étendue de la mise en service.
Doit maîtriser l'anglais.
Résilience.

The salary range for this position is 100,100.00 - 133,400.00 - 166,800.00 USD Annual .
