Director, Police & Homeland Security

The Director, Police & Homeland Security is responsible for physical security and emergency management at all WSSC Water facilities and infrastructure. The Director coordinates WSSC Water’s emergency response activities for the organization including internal coordination and external coordination with jurisdictional and state partners. The Director establishes vision for and management of WSSC Water-wide planning, training, exercise, mitigation and corrective action programs for emergency response, public safety, and physical security. This position serves as an expert advisor reporting to the Deputy, General Manager for Mission Support on emergency response, emergency protective actions, continuity of operations planning, critical infrastructure security, and general physical security.

The Director oversees the activities and initiatives managed by the WSSC Water Chief of Police. The Director supports strategic planning for the use of resources, coordinating the activities of the Division with those of other local departments and ensuring that services provided and development plans are of the highest quality and support WSSC Water’s core mission of safely and securely delivering water and wastewater services.

The incumbent is accountable for accomplishing departmental planning and operational goals and objectives within WSSC Water general policy guidelines. The Director is responsible for overseeing the development of appropriate regulations, standard procedures and internal operating procedures to carry out the activities they are responsible for. The incumbent is accountable for ensuring compliance with any and all physical security and emergency management requirements under Federal and State law and regulation.

Essential Functions

+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination + Responsible for the management, planning, coordination and overall direction of the WSSC Water’s emergency management and homeland security plans, policies, and programs involving the WSSC Water’s protection, prevention, response, mitigation and recovery capabilities + Prepares, recommends and implements strategic plans to meet the Commission’s current and long-term needs + Confers with and represents WSSC Water in meetings with members of various governmental agencies, local law enforcement agencies, and federal agencies in a coordinated effort to mitigate crime + Prioritizes and allocates available resources; reviews and evaluates programs and service delivery; makes recommendations for improvements and ensures maximum effective service provisions

+ Provides expert knowledge and direction to the Deputy General Manager for Mission Support regarding policies, plans, protocols, and programs to manage significant emergencies at WSSC Water that involve the integration and coordination of WSSC Water departments, agencies, and various private and nonprofit entities in the deployment of resources and services to prevent, protect, minimize, mitigate and/or restore communities threatened or impacted by major emergencies + Formulates and presents policy-level recommendations during emergencies regarding public messaging, continuity of services, multi-departmental coordination, and unified command structures; requests for state and federal resources to assist in response or recovery + Oversees and is accountable for ensuring that WSSC Water’s Emergency Operations Plans (EOP) are compliant with all relevant regulations and support WSSC Water operations. + Provides leadership for the development and management of training classes, exercises, and programs for WSSC Water employees and emergency response partners

+ Implements and oversees initiatives and programs, including coordinating various WSSC Water departments and agencies, to implement policies, procedures, and programs that protect Team H2O and secure all WSSC Water infrastructure and systems through prevention, intervention, or security systems + Oversees the WSSC Water Police Department including providing budget and other support; ensures the orderly functioning of critical roles within the department and compliance with all rules, regulations, and best practices for patrols, investigations, security, and emergency planning and response + Provides expert knowledge and direction to the Deputy General Manager for Mission Support regarding policies, plans, protocols, and programs to ensure the safety of Team H2O and the security of all WSSC Water infrastructure + Provides leadership and coordination of any security-related incidents

Work Environment And Physical Demands

Work is performed in standard office setting but may require deployment to the field under adverse conditions in limited situations

Minimum Education, Experience Requirements

+ 3+ years of experience in emergency management as a program manager or higher role + 3+ years of high-level coordination of police activities + 5+ years of senior/executive management experience
