The role
As Substation Working Foreman, you will work under the direction of the Operations Manager to complete various jobs related to the Substation and Metering Infrastructure. The Substation Working Foreman assigns duties and is responsible for monitoring the progress of projects and keeping them on track from a time and budgetary standpoint. They must ensure workers are qualified and knowledgeable about their roles and make assignments according to skill sets. This position is required to complete reports and progress, along with making decisions related to labor and equipment needs. A foreman also ensures safe working conditions and compliance with all safe operating procedures specific to the industry as specified in the YVEA Safety manual and by OSHA.
Key Responsibilities
•Responsibility for the oversite of the inspections, testing, repairs, and maintenance of high and medium voltage electrical equipment and circuitry, related to power transmission and distribution meters.
•Communication anticipated repairs, maintenance, and upgrades with Operations and Engineering Department.
•Keeps Operations Manager and Engineering Manager informed of work in progress.
•Advises Operations Manager of personnel matters that require review or action.
•Provides information necessary for maintaining the mapping system.
•Accurately records maintenance data and submits to the Operations Manager.
•Monitors, maintains, repairs, programs, and tests all substation-related relays and controls, including but not limited to, microprocessor-based relays, OCR controls, Regulator controls, and capacitor controls. Monitoring includes downloading event reports for system disturbances and analyzing, interpreting, and reporting on the event.
•Oversight of construction and commissioning of special projects or equipment. Tests and commissions all new substation equipment, including power transformers, high-voltage breakers, circuit switchers, and capacitor banks, including but not limited to, hi-pot, winding ratio, breaker timing, relay testing and power factor testing.
•Provides job-site supervision and leadership of assigned personnel for training, guidance, and direction of work activities: plans work to best utilize workers, materials and transportation equipment.
•Interprets staking sheets and service orders to workers and assigns duties.
•Assists with day-to-day training, development and evaluation of substation technicians and meter technicians.
Key skills and experience required

•Completion of a qualified four-year substation maintenance course.
•Proven ability to apply electrical theory.
•Class A CDL with a satisfactory driving and safety record.
•Working knowledge of RUS construction specifications and the National Electric Safety Code.
•Ability to communicate in a clear and concise manner both verbally and written.
•Demonstrated ability to motivate and lead employees.
•Ability to analyze information and coordinate people and resources.
•Thorough knowledge of first aid and CPR.
•Willingness to attend courses relating to his/her area of work.
•Residency within 30 miles of the office of assignment.
•The ability to utilize various computer programs as they relate special apparatus equipment.
Experience
•Education: High school diploma or equivalent, Associate's Degree from an accredited college or university in Electrical, Mechanical Technology or related field; or an equivalent combination of education, training and experience or hold a certification through an approved apprentice program for Substation and Metering Technician.
•Five years of experience in the maintenance and testing of electrical system related equipment in voltages from 7.2kV to 69kV. Must be well versed in relaying and control circuitry.
