QUALIFICATIONS Education and Experience

High school diploma or an acceptable equivalent diploma (GED) and one (1) year of experience using CAD software (AutoCAD preferred), GIS software (ESR ArcGIS Suite preferred), or in computer science, utility operations or similar discipline.

A two (2) year technical degree in GIS, AutoCad, Computer Science, Engineering, or similar discipline can be used to substitute for the experience requirement.

Possession of or ability to obtain a valid Driver’s License within 60 days of employment.

JOB SUMMARY

This position is an entry-level position responsible for assisting in the creation, editing, and operation of AutoCAD-format Computer Aided Drafting (CAD) maps and Geographical Information Systems (GIS). Technician I assists with maintaining the system drawings, models, associated databases, and the geographical backgrounds. This position typically works under the direct supervision of the Engineering Information Coordinator and is responsible for learning and aiding in the performance of mapping tasks with close supervision.

ESSENTIAL JOB FUNCTIONS

Assists in creating, editing, updating, and correcting mapping or database changes.

Helps provide mapping information and technical assistance to all engineers and other field personnel.
Assists in operation of AutoCAD format maps and Geographical Information System (GIS).
Assists in occasional field inspections to verify accuracy of the GIS model, reports discrepancies or hazardous conditions as needed, and makes sure the system is updated accordingly.
Assists in maintaining the system drawings, models, associated databases, and geographical backgrounds.
Aids in data collection using Global Positioning System (GPS) equipment and learns to import data correctly into the mapping system.
Assists in writing memos, business correspondence, and basic reports related to mapping operations.
During major outages, works with Operations to answer questions, provide maps, and assist in restoring services to outage areas.


Other Functions

Attends professional and industry meetings and functions as required.

Assists other departments as requested or required.
Performs other related duties as required/assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of spreadsheet and word processing software.
Knowledge of current industry safety procedures and work practices.
Ability to read maps, plans, and graphic instructions (e.g., blueprints).
Ability to plan and prioritize work and manage multiple tasks at one time.
Ability to establish and maintain effective working relationships with others. Includes effective oral communication practices.
Ability to apply algebraic formulas, geometry, and basic math.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to read and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to deal with people beyond giving and receiving instructions such as in a team, supervisors, or other informational situations.
Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Ability to operate computers for data entry and word processing.
Ability to have regular and predictable attendance at work.


PHYSICAL DEMANDS

The work is medium: exerting up to fifty pounds of force occasionally, and/or up to thirty pounds of force frequently, and/or up to ten pounds of force constantly to move objects. Additionally, the following required physical abilities:

Balancing: sufficient to maintain body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: sufficient to ascend or descend ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crouching: sufficient to bend the body downward and forward by bending leg and spine.
Feeling: sufficient to perceive attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Fingering: perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Grasping: sufficient to apply pressure to an object with the fingers and palm.
Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand.
Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound.

Kneeling: sufficient to bend legs at knee to come to a rest on knee or knees.
Lifting: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position. It occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
Pulling: sufficient to use upper extremities to exert force to draw, haul or tug objects in a sustained motion.
Pushing: sufficient to use upper extremities to press against something with steady force to thrust forward, downward, or outward.
Reaching: sufficient to extend hand(s) and arm(s) in any direction.
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Speaking: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
Standing: Particularly for sustained periods of time.
Stooping: sufficient to bend body downward and forward by bending spine at the waist. It occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Talking: sufficient to shout in order to be heard above ambient noise level.
Visual Acuity: sufficient to have close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing, viewing a computer terminal, and/or extensive reading.
Visual Acuity: sufficient to include color, depth perception, and field vision.
Visual Acuity: sufficient to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
Visual Acuity: sufficient to operate motor vehicles and/or heavy equipment.
Visual Acuity: sufficient to have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines, using measurement devices, and/or assembly or fabrication parts at distances close to the eyes.
Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.


WORK ENVIRONMENT

The work environment is in an office, with fieldwork. Field visits are also likely and encouraged. FR clothing will be required anytime the employee is within the defined minimum approach distance. Jobsite visits make up approximately 10% of the total work.
