Job Summary:
Ensure WhiteWater has proper procedures and strategies in place that follow local and federal regulatory codes and guidelines to address compliance activities. Provide support to the operations team with management of documentation and ensure accurate record-keeping. This position reports to Sr. Regulatory Compliance Specialist and is based in Austin or Houston.
Responsibilities:
•Ensure WhiteWater’s Operations and Maintenance Manual and Specific Operating Procedures are current
•Provide regulatory oversight and support to ensure pipeline systems are operated and maintained in a safe manner and in accordance with federal and state pipeline safety laws and regulations
•Serve as a liaison to PHMSA, RRC, and other state pipeline safety regulatory agencies to facilitate pipeline safety inspections, investigations, and audits
•Provide compliance support services to Operations and Engineering Departments.
•Assist with conducting internal compliance reviews and assist with the development of corrective actions for identified deficiencies
•Assist with required regulatory reports as required by 49 CFR 192, 49 CFR 195, and TAC Title 16
•Ensure that reoccurring scheduled maintenance is completed and documented on a timely basis
•Development and submittal of any emergency or periodic reporting obligations
•Manage all applicable documentation and record-keeping
•Review external state and federal agency audit findings and provide recommendations for internal procedures and/or compliance manuals
•Occasionally perform internal audits of site compliance activities and internal compliance programs and provide corrective measures where applicable
•Ensure all work is completed in compliance with Company standards, procedures, regulatory, and Company tariff requirements
•Communicate regularly with Operations and Engineering teams to address potential areas of risk, provide guidance, and offer expertise on local or federal regulatory codes
•Provide oral and written communication of activities to appropriate personnel
•Additional responsibilities as assigned
Requirements:
•Bachelor’s Degree or equivalent combination of education, training, work experience
•Experience and proficiency with managing and organizing documentation and records
•Self-motivated requiring minimal supervision
•Possess written and verbal communication and presentation skills
•Experience with MS Office
•Knowledge of DOT regulations; including, but not limited to, 49 CFR 191, 192, 195, and 199.
•Knowledge of Texas Railroad Commission regulations; including but not limited to, 16 TAC Chapters 3, 7 and 8
