The Director of Finance is responsible for overseeing the financial health and operations of the District. This position manages, supervises and participates in a variety of financial, administrative and customer service activities and serves as a member of the management team. This position also participates in the development and implementation of District goals, objectives, priorities, policies and procedures and employees while adhering to applicable regulatory, operational, procedural and budget guidelines. This position also serves as the Board appointed Auditor.
Duties and Responsibilities:
•Manage all finance department functions (regulatory reporting, internal and external financial reporting)
•Responsible for oversight of internal controls
•Responsible for protection of District and customer data and records retention
•Assure records and receipts for all transactions are maintained
•Assist in developing and implementing current and long-range planning goals for the District
•Prepare and monitor annual budget and overall financial health of the District
•Determine cash flow needs of PUD systems (electric, water, etc.) and clearly communicate status or needs to General Manager and/or Board of Commissioners
•Assist General Manager with rate setting for PUD systems
•Prepare monthly cash flow financial statements
•Prepare and submit annual financial statements and accompanying documents as required by the Washington State Auditor
•Oversee and assume responsibility for state financial and accountability audits
•Analyze and present financial information to Board of Commissioners in a timely manner
•Prepare and submit quarterly payroll reporting (941 Income Tax, Paid Family Medical Leave, WACares, Labor & Industries, Employment Security, etc.)
•Oversee and assume responsibility for all general accounting functions (accounts payable, payroll, accounts receivable, fixed assets, inventory control)
•Employee development and manage employee education/awareness program
•Act as liaison between software vendors and the District
•Ensure District policies and procedures are followed
•Oversee technology upgrades and maintain relationships with vendors
•Supervise customer staff
•Recommend, implement and assist with updates to District policies to maintain compliance with local, state and federal laws
•Represent the District in related professional organizations as appropriate
Qualifications:
•Bachelor’s degree in accounting or business administration or related field preferred
•Minimum of five years accounting experience
•Experience processing payroll for 10+ employees preferred
•Experience in human resources preferred
•Supervisory experience preferred
Certifications/Requirements:
•Valid Driver’s License with a satisfactory driving record
